Anne Guthrie DATE: 29 October 1999 APPLICANT: T and C Properties, LLC ADDRESS: 415 East 9th Street COA REQUEST: Remove artificial siding, install new windows and rear deck, new curb cut & driveway, new roof and replace soffit & fascia PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is located north of I-630, on the south side of 9th between Commerce and Rock streets; it is the first structure facing 9th from Commerce. In the architectural inventory for the district, it is listed as constructed circa 1903, with Colonial Revival and Craftsman architectural elements; it is listed as noncontributing, due to the application of artificial siding. The owners purchased the property recently; in addition, they own three properties in the historic district. The structure is multi -family and has operated as such for several years; the structure previously was a boarding house with 23 units, but the rehab plan calls for seven (7) apartments. Interior repairs incorporate a complete revision with new layout and utilities. Exterior repairs, as listed on the application, we: removal of the artificial siding; installment of new windows and rear deck; new roof; fascia and soffit replacement; and a new curb cut and driveway on 9th. The curb cut request is to move the existing driveway a few feet to the west; the driveway provides entry to the off-street parking. While this is the only driveway on the south side of 9th, there is an alley to the west of the existing driveway and the subject property. NEIGHBORHOOD IMPACT AND REACTION: The entire block, save one, is multi- family. There is an incline from the street, and the structures are above street grade. At the time of distribution, there were no objections to this project request either in writing or by phone. STAFF RECOMMENDATION: It is staff recommendation that the project request be approved with the following conditions: ♦ should be project scope change in any fashion in terms of material, massing, scale, profile and size, staff will be notified and appropriate actions taken; ♦ must meet all city rental inspection code; parking requirements must be met; ♦ the curb cut and driveway must meet city code regulations (including landscaping); ♦ the driveway shall be for entry only and not exit; an entry sign (meeting sign n regulations) shall be installed; and ♦ the right-of-way on the south side of 9th Street shall be clear of visual distractions such as garbage canisters and puked cars. 0 1 +Ui� fL?ii LE ROCx 1 �UUSTORTC DISTRICT APPLICATION FOR A I CERTIFICATE OF APPROPRIATENESS Application Date: ie"`i - 9 9 1.
