PROJECT BACKGROUND, ESCRD'TION AND ANALYSIS: The subject property is
located north of I-630, on the so ith side of 9th, between Rock and Commerce streets.

The subject property consists of one lot and has been vacant for decades. The surrounding area
land use is: businesses on both ides of 9th; multiple family residential units to the east and
south; and two single-family re dences half a block to the west on Rock.
The project request consists of r iultiple items: stabilization of the brick building; rehabilitation
of the windows and doors on the front elevation facade; replace second story windows on front &
rear; install new awnings to dup icate existing; rebuild exterior rear stairs; construct a new deck
on rear elevation; repair existin roof; and repair wood trim. The support documents, particularly
the application's attachment, de ails the proposed work; the photos depict the problems and the
solutions.

commissioners were present and there was a quorum. Minutes from previous meetings (7 June, 5
July, 2 August and 6 Septemberl were approved individually and as presented.

The applicant presented the appli
ation request, which is to construct two new wooden picket
fences along the front and adjoin
g side yards. The proposed design was illustrated with a

extending from the eastern bounic
ary of 1010 and going north, connecting to the iron fence at
1000 Rock; there is one gate at if

and south and connecting to the t

Greer commented that it was not ommon to have unfinished wood for a fence of this time
period (ca. 1912); if it is painted, i natural color or a color of the house trim would be
appropriate, even stained would appropriate. A motion was made by Weems to approve the
construction of the wooden fen es as proposed and with recommended changes; it was
unanimously approved. Also, th e request to replace two windows on the rear addition with
operable sashes and to install a so eened door was discussed. Phillips made a motion to
approve the proposed revisions it was approved unanimously.
