Home My WebLink About22607 1 ORDINANCE NO. 22,607 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO. 4 22,343 (DECEMBER 5,2023),ORDINANCE NO. 22,502 (AUGUST 6,2024), 5 ORDINANCE NO. 22,554 (NOVEMBER 19,2024),AND ORDINANCE NO. 6 22,566 (DECEMBER 17, 2024), TO ADJUST THE 2024 FISCAL YEAR 7 BUDGET ORDINANCES TO REFLECT REVENUE AND EXPENDITURE 8 ADJUSTMENTS FOR THE GENERAL FUND,STREET FUND,VEHICLE 9 STORAGE FUND, PARKING GARAGE FUND, AND WASTE DISPOSAL 10 FUND; TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 11 12 WHEREAS,the City of Little Rock,Arkansas(the"City")approved a Comprehensive Budget in Little 13 Rock,Ark.,Ordinance("LRO")No.22,343 (December 5,2023);and, 14 WHEREAS,the approved Comprehensive Budget was amended by LRO No.22,502(August 6,2024) 15 for the General Fund related to American Rescue Plan Act ("ARPA") State and Local Fiscal Recovery 16 Funds("SLFRF")lost public sector revenue;and, 17 WHEREAS,the approved Comprehensive Budget was amended by LRO No. 22,554 (November 19, 18 2024)for the General Fund,Street Fund,Vehicle Storage Fund,Waste Disposal Fund related to operational 19 changes;and, 20 WHEREAS,the approved Comprehensive Budget was amended by LRO No. 22,566 (December 17, 21 2024) for the General Fund related to the ARPA State and Local Fiscal Recovery Funds ("SLFRP") lost 22 public sector revenue;and, 23 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 24 Fund, Street Fund, Vehicle Storage Fund, Parking Garage Fund, and Waste Disposal Fund and where 25 necessary to authorize the increase or decrease in the 2024 Fiscal Year line items for these and other matters; 26 and, 27 WHEREAS, the Mayor, City Manager, and the Chief Financial Officer, in compliance with City 28 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the 29 Board of Directors for approval. 30 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 31 OF LITTLE ROCK,ARKANSAS: 32 Section 1. General Fund Section 1 of LRO No. 22,554 (November 19, 2024) is hereby amended to 33 reflect an increase in the General Fund Operating Resources in the amount of Four Million Four-Hundred [Page 1 of 3] 1 Ninety-Eight Thousand Six-Hundred Ninety-Six Dollars ($4,498,696.00) to Two Hundred Sixty-Two 2 Million One Hundred Forty-Seven Thousand Seven Hundred Fifty-Eight Dollars ($262,147,758.00), and 3 to amend Section 1 of LRO No. 22,566 to reflect an increase in the operating budgets for General Fund 4 Departments by Six Million Eighty-One Thousand One Hundred Sixty-Seven Dollars ($6,081,167.00)to 5 Two Hundred Sixty-Two Million Six Hundred Ninety Thousand Three Hundred Twenty-Four Dollars 6 ($262,690,324.00). 7 Section 2. Street Fund Section 2 of LRO No. 22,554 (November 19, 2024) is hereby amended to 8 reflect an increase in Street Fund Operating Resources in the amount of One Million Three Hundred 9 Eighteen Thousand Five Hundred Ninety-Five Dollars ($1,318,595.00) to Twenty-Seven Million, Forty- 10 Eight Thousand One Hundred Ninety-Two Dollars ($27,048,192.00). 11 Section 3. Vehicle Storage Fund Section 3 of LRO No. 22,554 (November 19, 2024) is hereby 12 amended to reflect an increase in the Vehicle Storage Fund Operating Resources of Fifty-Nine Thousand 13 Three Hundred Thirty-Seven Dollars ($59,337.00) to Two Million Five Hundred Thirty-Nine Thousand 14 Five Hundred Thirty-Seven Dollars ($2,539,537.00), and to amend Section 5 of LRO No. 22,343 15 (December 5,2023)to reflect an increase in the operating budget of One Hundred Fifty-One Thousand Six 16 Hundred Twelve Dollars ($151,612.00)to Two Million Three Hundred Sixty Thousand Sixty-Six Dollars 17 ($2,360,066.00). 18 Section 4. Waste Disposal Fund Section 4 of LRO No. 22,554 (November 19, 2024) is hereby 19 amended to reflect an increase in the Waste Disposal Fund Operating Resources of Three Million Two 20 Hundred Seventy-Nine Thousand Eight Hundred Thirty Dollars($3,279,830)to Twenty-Nine Million Six 21 Hundred Forty-One Thousand Seven Hundred Thirty Dollars($29,641,730). 22 Section 5.Parking Garage Fund Section 5 of LRO No.22,343(December 5,2023)is hereby amended 23 to reflect a decrease in the Parking Garage Fund Operating Resources of Eighty Thousand Six Hundred 24 Eighteen Dollars($80,618.00)to Three Million One Hundred Twelve Thousand Six Hundred Ninety-Seven 25 Dollars($3,112,697.00)and to reflect an increase in the operating budget of Sixteen Thousand Six Hundred 26 Forty-Four Dollars ($16,644.00) to One Million Three Hundred Ninety-Seven Thousand Five Hundred 27 Fifty-Two Dollars($1,397,552.00). 28 Section 6. Records. The Chief Financial Officer is directed to maintain appropriate records which 29 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials 30 provided to the Board of Directors on April 8,2025. 31 Section 7.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word 32 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication 33 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the 34 portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. All laws, ordinances, resolutions, including but not limited to LRO No. 22,343 2 (December 5,2023), LRO No. 22,502(August 6,2024), LRO No. 22,554(November 19, 2024), and LRO 3 No. 22,566 (December 17,2024), or parts of the same, that are inconsistent with the provisions of this 4 resolution,are hereby repealed to the extent of such inconsistency. 5 Section 9.Emergency Clause.
