3 AN ORDINANCE TO ABOLISH AND DISSOLVE THE CITY OF LITTLE
4 ROCK, ARKANSAS RESIDENTIAL HOUSING AND PUBLIC
5 FACILITIES BOARD; PRESCRIBING OTHER MATTERS RELATING
6 THERETO; TO DECLARE AN EMERGENCY; AND FOR OTHER
7 PURPOSES.

9 WHEREAS,under authority granted to the City of Little Rock,Arkansas(the"City")by the Arkansas
10 Public Facilities Boards Act located at Ark. Code Ann. § 14-137-101 et seq. (the"Act"),the City created
11 the City of Little Rock,Arkansas Residential Housing and Public Facilities Board(the"Facilities Board")
12 pursuant to Ordinance No. 13,528 of the City of Little Rock, Arkansas, adopted November 7, 1978, as
13 amended by Ordinance No. 13,838 adopted July 1, 1980,and Ordinance No. 14,068 adopted July 7, 1981,
14 to expand the authority of the City of Little Rock,Arkansas Residential Housing and Public Facilities Board
15 to issue revenue bonds to finance other public facilities; changing the name of the board to reflect the
16 expanded authority; prescribing other matters relating thereto; and declaring an emergency. hereafter
17 referred to as the;
18 WHEREAS, on March 18, 2025, the Facilities Board passed a resolution recommending that the
19 Facilities Board be abolished and dissolved;and,
20 WHEREAS,the City believes that the Facilities Board is no longer needed to perform the functions
21 for which it was formed;and,
22 WHEREAS,the Facilities Board has reported that the Facilities Board has no outstanding assets or
23 liabilities and that they are not aware of any contractual rights of any persons or organizations that would
24 be impaired by such abolition and dissolution;and,
25 WHEREAS, the City believes it is in the best interest of the public that the Facilities Board be
26 abolished and dissolved.
27 NOW,THEREFORE,BE IT ORDAINED BY TILE BOARD OF DIRECTORS OF THE C1lTY-
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. Ratification. All actions heretofore taken by the Facilities Board are in all respects ratified
30 and approved. Specifically, the recommendations made in the resolution are hereby acknowledged and
31 approved by the City.
32 Section 2.Assets. The City hereby accepts all right, title and interest to the remaining assets, if any,
33 of the Facilities Board.

1 Section 3.Dissolution. The City hereby abolishes and dissolves the Facilities Board.
2 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
3 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
4 adjudication shall not affect the remaining portions of this ordinance, which shall remain in full force and
5 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of this
6 ordinance.
7 Section 5.Repealer.All ordinances or resolutions of the City in conflict herewith are hereby repealed
8 to the extent of such conflict.
9 Section 6.Emergency.There is hereby found and declared to be an immediate need for efficiency of
10 government operations by eliminating unnecessary statutorily required meetings and reporting by the
11 Facilities Board after the date hereof It is therefore declared that an emergency exists, and this ordinance
12 shall be in force and take effect and the Facilities Board shall be abolished and dissolved immediately upon
13 and after its passage.
