ADDRESS: 215 Ea t 9th Street COA REQUEST: Exterio facade alterations to the north entrance, all doors and wi ows and a new sign PROJECT BACKGROUND DESCRIPTION AND ANALYSIS: The project location is north of 1-630, on the southi est corner of 9th and Cumberland streets. The district's northwest boundary is alonc this street; Cumberland is a one-way street south. There are two other structures on lis block -- an old service station, due west used for auto repair and a two -storied apE Iment building to the south. The structure was built by the Knights of Columbus in 195 Is, and they recently sold the site. There is existing parking, off-street located al ng the property's south and southeast boundaries. The project entails: enclosir g the north (front) entrance and windows with glass blocks; removing the front steps; ins alling new windows throughout; creating a new double door on the eastern -most so ith elevation and another and ramp on the western -most south elevation; installing tw I new signs, one on the north and another on the east. The project required a condi onal use permit issued by the city's Planning Commission to allow the operation of this ype of commercial activity in a high density residential zoning district. The project Y as approved by the commission at their 15 October meeting; one of the conditio s of its approval was that the project had to receive the approval of the LRHDC. NEIGHBORHOOD IMPACT �ND REACTION: There have been two phone calls against the application. STAFF RECOMMENDAT104: It is the recommendation of staff that the project be approved with the following nditions: ♦ Should the project' scope change (footprint, elevation, parking, landscaping, etc.) in a y fashion from what has been submitted and subsequently approve , the LRHDC and staff will be notified prior to implementation and a ropriate action taken.
