At the recent hearing before the Little Rock Planning Commission I discussed the points of
concern which Rocket Properties, LLC has concerning the future of Cooper Orbit Road. Cooper
Orbit is the sole point of public access to the 160 acres owned by Rocket which abuts and is
immediately east of Cooper Orbit You were kind enough to offer to afford Rocket adequate
access in the future. Rocket would like to come to an understanding of your plans and
commitment so that we can proceed with planning the development of the properties involved.
In my review of the files dealing with Capitol Lakes Estates and associated development, there
are repeated references to the provision of access to the lands now owned by Rocket, which were
formerly owned by Carlos Araoz and by the heirs of William Spotts. Rocket has development
plans which involve the extension of Woodlands Trail to a point where the Araoz track abuts the
present Cooper Orbit right of way. Rocket is proceeding with those plans with the assumption
that access will be afforded at this location either by existing Cooper Orbit or by a new street
constructed to this location by the developers of the land to the immediate west. We have
reviewed our street extension plan with the city and understand that the city is in support of our
plan to extend Woodlands Trail to a point on existing Cooper Orbit. We anticipate no objection
to the closure of existing Cooper Orbit at such time as replacement access to the planned point of
the extension of Woodlands Trail is accomplished. By the same token, Rocket must object to
any closure of Cooper Orbit until that access is constructed. To the extent that surrounding
development has apparently necessitated the barricading of Cooper Orbit, Rocket would prefer to
see the replacement access as a condition to any future development which brings traffic to the
area.
Some of the preliminary development plans which have been circulated show residential streets
extending to the boundary of the Amoz and Spotts tracts. These street extensions are not
sufficient or in the appropriate locations to move traffic through the area, and there are
constructability issues as well. There is also apparently no timetable for the construction of these
streets, which may not be feasible due to the extreme terrain in the area.

Rocket was not notified that Cooper Orbit was going to be blocked by the extension of the main
drive into Capitol Lakes Estates. Rocket was also not notified that the southern intersection of
Cooper Orbit was going to be barricaded. We do not believe due process was afforded to the
public at the time these actions were taken_ Please let me know who authorized these barricades,
and by what authority the actions were taken. Rocket intends to use Cooper Orbit and will need
to have unrestricted access as soon as the development of the Spotts and Araoz tracts is
commenced.
Ron Tyne and I would like to meet with you and the appropriate representatives of the property
involved who are authorized to resolve these matters.

Dear Ms. James,
As we discussed, there is an existing, abandoned lake just North of our Phase V. We have discussed using
this lake as a regional detention facility (see attached letter to Public Works). Public Works is supportive
of this concept. Our preliminary plat denotes a small detention facility in our Phase IV. We wish to modify
our preliminary plat to show this regional stormwater dentention facility and to remove this small facility.
I have attached five copies ofthis revised preliminary plat and a check for the three hundred dollars filing

RE: Woodlands Edge Subdivision, Regional Detention Facility.
Dear David,
As you are aware we are trying to create a regional stormwater detention facility for Woodlands Edge
Subdivision in West Little Rock. Woodlands Edge Subdivision, located on a ridge that separates the
Brodie Creek and Panther Branch Watersheds, is being developed with an environmentally conscious
design concept. It is low density with an emphasis on tree preservation. Roads are located, when
possible, on ridges with existing waterways being preserved, greatly reducing increased run-off vohmles,
velocities, and quality associated with traditional residential developments.
It has always been my position that small detention facilities are a poor choice for mitigating increased run-
offvolumes. They fiulction poorly due to the small discharge structures; are difficult to maintain due to their
location and the number of structures required; are difficult to construct due to their more remote locations;
destroy native vegetation and ground cover due to clearing required to construct and provide access for
constriction; and often actually contribute to flooding problems due to the elongated peak discharge and
the subsequent concurrent peaking with the receiving watershed. Large (regional) detention basins,
especially those in the upper reaches of watersheds solve most of these problems and provide a real benefit
in terms of reduced flooding for the entire watershed involved.
It is our desire to constilict a regional stormwater detention facility on Payne Branch just upstream of its
confluence with Brodie Creels. Its location is that of apreviously existing lake. The spillway and a portion
of the dam failed in the late 1970's. Our preliminary figures indicate that this lake could provide stormwater
detention for between 1500 and 2000 lots. Since this is more detention than we will require for our
development, the remaining capacity would be offered as an additional benefit for the City.

I have obtained the HEC-2 backwater data for both Brodie Creek and Panther Branch. I decreased the
flows to simulate our proposed lake to ascertain its effect on Brodie Creek and find that it will decrease
the 100 Year Flood Elevations on Brodie Creek by between 0.2 and 0.3 feet for this watershed. I also
adjusted the flows for Panther Branch to simulate the 80 phis or minus acres that would flow into Panther
branch absent of detention. This change does increase the 100 year flows by about 0.03 to 0.04 feet. I
have done a field investigation of the area around Panther Branch between our development and the
confluence of Panther Branch and Brodie Creels and found no structures that would be a concern due to
this change. Also it is my understanding that the City is doing some improvements to Panther Branch were
it crosses Bowman Road. This improvement alone would probably compensate for this slight increase.
I have attached a map showing our development and the proposed location of this lake. I have also
included a copy of the HEC-2 data mentioned above.
