3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CELLULAR DATA SOLUTIONS,LLC,IN AN
5 AMOUNT NOT EXCEED ONE HUNDRED FORTY THOUSAND, THREE
6 HUNDRED THIRTY-FOUR AND 89/100 DOLLARS ($140,334.89), FOR
7 THE PURCHASE OF FORTY-NINE (49) CRADLEPOINT R1900 MOBILE
8 ROUTERS, FORTY-NINE (49) PANORAMA REEF SHARKEE
9 EXTERNAL ANTENNAS, SUPPORTING EQUIPMENT, AND THREE 3-
10 YEAR NETCLOUD SUBSCRIPTION SERVICE, TO OUTFIT PATROL
11 UNITS TO SUPPORT THE NEEDS OF LITTLE ROCK POLICE
12 DEPARTMENT;AND FOR OTHER PURPOSES.

14 WHEREAS,it is essential that the Little Rock Police Department("LRPD")be equipped with reliable
15 tools and equipment for its patrol units,ensuring officers in the field have access to crucial real time crime
16 data, CAD systems,and video feeds; and,
17 WHEREAS,LRPD patrol units currently utilize 4G Rocket Modems that have proprietary wiring and
18 connectors making replacement expensive and cumbersome;and,
19 WHEREAS, testing was conducted which concluded Cradlepoint R1900 Mobile Routers with
20 embedded 5G Modems, Panorama Reef Sharkee External Antennas, and supporting equipment, would be
21 better suited for use in LRPD's patrol units for field service and law enforcement operation needs because
22 of their rugged and tough environmental construction, superior connectivity, encryption safeguards, and
23 NetCloud platform centralized management subscription, allowing remote IT troubleshooting and
24 resolution; and,
25 WHEREAS, vendor selection was made through TIPS/TAPS cooperative purchasing agreement
26 Contract No.210101, pursuant to Little Rock,Ark. Resolution No. 16,603 (February 18, 2025); and,
27 WHEREAS, the total cost to purchase Forty-Nine (49) Cradlepoint R1900 Mobile Routers, Forty-
28 Nine(49) Panorama Reef Sharkee External Antennas, supporting equipment, and three(3)-year NetCloud
29 subscription service is in an amount of not to exceed One Hundred Forty Thousand,Three Hundred Thirty-
30 Four and 89/100 Dollars($140,334.89), plus applicable taxes and fees.
31 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
32 OF LITTLE ROCK,ARKANSAS;

1 Section 1.The City Manager is authorized to enter into a contract with Cellular Data Solutions, LLC
2 for the purchase of Forty-Nine (49) Cradlepoint R1900 Mobile Routers, Forty-Nine (49) Panorama Reef
3 Sharkee External Antennas, supporting equipment,and three(3)-year NetCloud subscription service, in an
4 amount not to exceed One Hundred Forty Thousand, Three Hundred Thirty-Four and 89/100 Dollars
5 ($140,334.89),plus applicable taxes and fees.
6 Section 2. Funds for this purchase are available in the Special Project Funding Vehicle Modems
7 Account No. 325529-60200-F452001.
8 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
12 resolution.
13 Section 4.Repealer. All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
14 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
