said application will be held by the Historic District Commission in the Sister Cities
Conference Room, City Hall, 500 W. Markham Street on .2005

ALL PARTIES IN INTEREST MAY APPEAR and be heard at said time and place or
may notify the Little Rock Historic District Commission of their views on this matter by
letter. All persons interested in this request are invited to call or visit the Department of
Planning and Development to review the application with Commission staff.

Instructions for applicant: Please return the completed form and signed affidavit, UNCUT, to staff no later than fifteen (15)
days prior to the public hearing. Mail the top portion "Notice of Public Hearing" (8 112 X 11) after contacting staff to
recorded property owners no later than fifteen (15) days prior to the public hearing date. This will ensure the applicant has
ten (10) days notice of the hearing.

To Whom It May Concern:
My name is Michael Wood and I am one of the owners of Barrister Court Apartments
located at 1016 McGowan. The builder of these apartments, Jim Etters of Tree House
Developments, had the plans for this building approved by this commission prior to
construction. I have now just recently learned that the initial plans he had approved had
no outside lighting on the building. However, when he completed the construction he
placed security lighting on the front and on 'the ends of the building. There are two lights
on the front that illuminate the sidewalk going to the front door and one on each end of
the building that illuminate were the tenants park. We are now asking that the
commission consider letting the light fixtures remain in place for safety. The UALR Law
School is allowing the tenants to park in their secured fenced in parking lot. They have
placed a gate across the street from the south end of the building. The light on the south
end will help make the crossing to the building safer. There are no street lights that
illuminate the paths of the tenants. Since the building opened there has only been one
time period when the lights were not functioning properly 4/28/06 — 5/01 /06. Two out of
these three nights tenants' cars were broken into. Other than these two nights there have
been no other burglaries since the opening of the apartments.

I write to urge that you approve the Certificate of Appropriateness Fequested by M and R
Developnrwst LLC to leave existing !i_q t fixtures -in place on t}:e north, south, and east `nails of the
property, located at 1016 _vlcGowprt. This is an important safety feature of utmost interest to us at -
the Utuvorsity of Axkaz sas at Little Rock Wham H. Bowen School of Law.
Based on indications of interest by our law students, I anticipate that all or substantially ell ofthe
apartment units located in tht: subject propcny will be occupied by students at the TJALR Bowen
School of Lau•. Our classes meet until 9:3.0 p.m.; our )ibrary is opet most nights until 11.00 p.m,
Law student K ill •certatnly be returning to their apartments at 11.00 p.m, or later most rzights.
The law school has installed a gate in the northeast corner of its parking lot so that our students will
be -able to walk to and from the law school froi t the apartment units, Recause of the ho7xs our
building is open and our sridents %rill be willking to the subjee:t property, I b ov4 that it is critical
for the safety of our students ,hW this lighdn8 remain in place. And because some of our students -
will be driving even this short distance and parking in the parking lot- at the subject property, a]t of
the existing exterior lighting is required for our students' safety. -
