And so began this saga, with a zoning violation issued to the Goodwins and Goodwin Manor by the City of Little Rock.     The last five years have been unbelievable. Event guests driving and walking through neighbors’ yards.  Music heard all around and through the ravines of the mountain across the neighborhood for up to 3 miles.  Delivery trucks getting lost and driving across the yards of neighbors to get to Goodwin manor.  I understand going after your dreams and desires but when you continually hit a wall with zoning requests being denied at every turn, receiving cease and desist letters multiple times, even receiving denials in court from a judge, you should probably understand the word “NO,” you cannot have large events and commercial zoning in a residential area.  These denials and warnings meant nothingand were ignored as events have not stopped at Goodwin Manor and more are scheduled.  Going forward I expect the same ignoring behavior.     Over the last five years the Goodwins have had every opportunity to correct deficiencies of requirements for commercial zoning within the city of Little Rock. To our knowledge those deficiencies have not been addressed.  The most dangerous one being the road leading to Goodwin Manor home.  It is narrow, has a tight switchback and has no place for any vehicles to move over to allow emergency vehicles to pass should they meet in an oncoming situation.  The land Goodwin Manor drive sits is land locked and next-door neighbors have stated they will NOT sell any property to the Goodwins to widen the drive.  Should there be an emergency on the mountain evacuating 200 guests is scary to think about and a dangerous scenario.  Other deficiencies include the well water and sewer system.  Yes, city water is on the way but it is not there yet and will the owners pay to have it ran up the mountain.  If the desire was to be zoned commercial, this knowledge has been available all these years to the owners, why not make the improvements, especially for the safety of others and prove a good faith effort to abide by the rules and attemptthe improvements required for commercial zoning? This property was developed as a home not for commercial use and it stands as just that, home use not commercial property.     This area of Garrison Road is a residential area, some areas are gated communities, including Goodwin Manor.  We want it to stay that way.  We do not want this to be the beginning of individuals seeking commercial zoning in a residential area.  We do not want to wake up to a strip mall or a car wash going in across the street.  We do not want increased traffic like we have when events are active at Goodwin Manor and traffic is backed up to Ferndale Cutoff Road.  We like our country living right outside of the busy city.  I respectfully ask you, the Planning Commission, to deny this request for rezoning this residential property to Planned Commercial Development.   Before closing this request, I have few questions.     When considering this is a “reopening” of the original request, Z-9500, how is it that Jennifer Maune is allowed to be added to the original application when she is not a member of the household nor does she own the property at this time?  Seems like if Jennifer is purchasing the property she would have to purchase the property and submit a new application.   Also, in 2020, Andrea signed an agreement with the City of Little Rock, that (this property under this application, Z-9500), should the property sell and new owners take over, the property would revert back to residential zoning.  Has this agreement been removed from the revised application (Z-9500-C) or is it still in affect and would revert back to residential upon the sale of the property from the Goodwins to another owner?    Again, please consider the request to keep this area of our community residential and deny this commercial zoning request, Z-9500-C.
