3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A PROFESSIONAL ENGINEERING SERVICES CONTRACT WITH
5 CROMWELL ARCHITECTS ENGINEERS, INC., IN AN AMOUNT NOT
6 TO EXCEED FOUR HUNDRED FORTY THOUSAND, FIVE HUNDRED
7 DOLLARS, ($441,500.00), PLUS APPLICABLE TAXES AND FEES, TO
8 DEVELOP A MASTER PLAN WITH CONSTRUCTION RENDERINGS
9 FOR RESERVOIR PARK REDEVELOPMENT; AND FOR OTHER
10 PURPOSES.

12 WHEREAS,the City's Parks&Recreation Department is in need of Professional Engineering Design
13 Services to prepare a Master Plan with Construction Renderings for the redevelopment of Reservoir Park
14 in the wake of the park's destruction in the March 31,2023 tornado;and,
15 WHEREAS,the City issued a Request for Statement of Qualifications("SOQ"),Bid No.2306,which
16 created a list of qualified vendors capable of providing Professional Engineering Design Services to the
17 City;and,
18 WHEREAS, pursuant to this SOQ process, the City's Selection Committee determined Cromwell
19 Architects Engineers, Inc. (`Cromwell"), is the most qualified vendor from the vendor list to provide
20 professional engineering design services to the City for the development of a Master Plan with Construction
21 Renderings for redevelopment of Reservoir Park;and,
22 WHEREAS,the total cost for development of a master plan with construction renderings for Reservoir
23 Park is not to exceed Four Hundred Forty Thousand,Five Hundred Dollars($441,500.00),plus applicable
24 taxes and fees;and,
25 WHEREAS,FEMA and insurance funds will be utilized to cover the costs associated with this project.
26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The City Manager is hereby authorized to enter into a professional engineering design
29 services contract with Cromwell Architects Engineers,Inc.,in an amount not to exceed Four Hundred Forty
30 Thousand, Five Hundred Dollars ($441,500.00), plus applicable taxes and fees for the development of a
31 Reservoir Park Master Plan with construction renderings.
32 Section 2. Funds for professional engineering design project are available in FEMA Account No.
33 270459-G45DF231 and Insurance Reimbursement Account No.210459-S45B7154.

1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
