HomeMy WebLinkAbout16663 1 RESOLUTION NO. 16,663 2 3 A RESOLUTION TO AMEND LITTLE ROCK,ARK., RESOLUTION NO. 4 12,267 (MARCH 19, 2024), TO EXTEND THE CONTRACT TERM TO 5 DECEMBER 31, 2025, WITH THE UNIVERSITY OF ARKANSAS FOR 6 MEDICAL SCIENCES ("UAMS"), TO PROVIDE COMMUNITY 7 VIOLENCE REDUCTION SERVICES AND ACTIVITIES TO THE 8 RESIDENTS OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR 9 OTHER PURPOSES. 10 11 WHEREAS, in Little Rock,Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors 12 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds through 13 the American Rescue Plan Act(ARPA)to the City of Little Rock,Arkansas("the City");and, 14 WHEREAS,Community Violence Intervention Programs,with an estimated total of One Million Five 15 Hundred Thousand Dollars($1,500,000.00),are listed a permissible use in the resolution;and, 16 WHEREAS,Bid No. 1488 dated December 27,2021,requested applications for Community Violence 17 Prevention Services that would become part of the Prevention, Intervention and Treatment Programs 18 conducted by qualified organizations located anywhere with City Limits;and, 19 WHEREAS,Bid No. 1488,Community Violence Reduction Services,resulted in ten(10)applications, - 20 which met the minimum score for funding consideration,were selected by a Review Committee;and, 21 WHEREAS, in Little Rock,Ark.,Resolution No. 15,622 (February 15,2022),the City Manager was 22 authorized to enter into an agreement with the University of Arkansas for Medical Sciences, in an amount 23 not to exceed One Hundred Ninety-Nine Thousand Nine Hundred Sixty-Six and 50/100 Dollars 24 ($199,966.50)to provide Contractual Services and Activities designed to reduce violence in the Little Rock 25 community; and, 26 WHEREAS, the program services began in August 2022, and an additional ten (10)-month contract 27 enabled the organization a full year of services for Project Heal;and, 28 WHEREAS, in Little Rock,Ark., Resolution No. 15,887 (February 7, 2023), the City Manager was 29 authorized to enter a one(1)time-only six(6)-month extension to allow Project Heal to utilize the remainder 30 of their ARPA funds;and, 31 WHEREAS, in Little Rock,Ark., Resolution No. 16,267 (March 19, 2024), the City Manager was 32 authorized to enter a ten (10)-month extension to allow Project Heal to provide Contractual Services and 33 Activities designed to reduce violence;and, [Page 1 of 31 1 WHEREAS,on April 2,2025,the Commission on Children,Youth and Families voted at their meeting 2 to endorse the extension of this contract extension for an additional ten (10)-month extension to allow 3 Project Heal to utilize the remainder of their Prevention, Intervention and Treatment(PIT)funds. 4 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 5 OF LITTLE ROCK,ARKANSAS; 6 Section 1. The Board of Directors hereby authorize the City Manager to extend the contract completion 7 date with the University of Arkansas for Medical Sciences Project Heal to December 31, 2025, in order to 8 allow organization to expend all funds allocated to mental health access to provide Contractual Servies and 9 Activities designed to reduce violence. 10 Section 2. Funds for this extension are available in the 2024 Prevention, Intervention and Treatment 11 Special Project Budget Allocation, account number 108159-S15C713. 12 Section 3. The term for the contract extension amendment shall be to December 31, 2025,with a final 13 report due January 31,2026;further the City ratifies,accepts and will compensate any work done between 14 March 1, 2025, and the effective date of any approved and executed contract in a form acceptable to the 15 City Attorney as to legal form. 16 Section 4. All payments are conditioned upon entry into a contract for the extension of services;further, 17 nothing in this resolution limits the ability of the City,in its sole discretion,to procure similar services from 18 another vendor during the term of the contract authorized here. 19 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 20 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 21 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 22 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 23 resolution. 24 Section 6.Repealer.All laws, ordinances, resolutions, or parts of the same, including, but not limited 25 to, Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), Little Rock,Ark., Resolution No. 15,622 26 (February 15, 2022), Little Rock Resolution No. 15,887 (February 7, 2023, and Little Rock, Ark., 27 Resolution No. 16,267 (March 19, 2024) that are inconsistent with the provisions of this resolution, are 28 hereby repealed to the extent of such inconsistency. 29 // 30 // 31 // 32 // 33 // 34 // I Page 2 of 31 1 ADOPTED: April 15, 2025 2 ATTEST: APPROVED: 3 4 5 6 Shaqueena McDowell,Assistant City Clerk Frank Scott,Jr., ayor 7 APPROVED AS TO LEGAL FORM: 8 10 Thomas M.
