3 A RESOLUTION TO AMEND LITTLE ROCK,ARK., RESOLUTION NO.
4 16,295 (APRIL 16, 2024), AUTHORIZING THE CITY MANAGER TO
5 ENTER INTO A ONE (1)-YEAR CONTRACT EXTENSION WITH JTS
6 FINANCIAL SERVICES, LLC, IN AN AMOUNT NOT TO EXCEED
7 NINETY-FIVE THOUSAND DOLLARS($95,000.00),FOR EMPLOYMENT
8 BENEFIT CONSULTATION SERVICES;AND FOR OTHER PURPOSES.

10 WHEREAS, Little Rock, Ark., Resolution No. 15,449 ( May 2021), authorized the City Manager to
11 enter into an agreement with JTS Financial Services,LLC,("JTS"),to provide City Employee Benefit Plan
12 Consulting Services, including but not limited to plan recommendations, data analytics, reconciliation
13 services, web-based benefit administration and enrollment services with Affordable Care Act reporting;
14 and,
15 WHEREAS, in addition to providing a dedicated customer service platform, JTS also provides the
16 City with the option to include additional administrative services for Consolidated Omnibus Budget
17 Reconciliation Act of 1985("COBRA"),Flexible Spending Accounts,Dependent Care Plans;and,
18 WHEREAS,the City entered into a one(1)-year contract with JRS from July 13,2021 to July 12,2022,
19 with the option to extend the contract for six(6)additional one(1)-year terms; and,
20 WHEREAS,the Board of Directors adopted Little Rock,Ark.,Resolution No. 15,698(June 7,2022),
21 authorizing a one(1)-year extension to May 4,2022 to July 12,2023,with the option to extend the contract
22 for five (5) additional one (1)-year terms and adopted Little Rock, Ark., Resolution No. 15,969 (May 2,
23 2023), authorizing a one (1)-year extension of the agreement to May 4, 2023, to May 4, 2024, with the
24 option to extend the contract for four(4)additional one(1)-year terms;and,
25 WHEREAS,the Board of Directors adopted Little Rock,Ark.Resolution No. 16,295(April 16,2024)
26 authorizing a one(1)-year extension of the agreement to May 4,2024,to May 4, 2025, with the option to
27 extend the contract for three(3)additional one(1)-year terms;and,
28 WHEREAS,the City wishes to exercise its option to extend the contract for an additional one(1)-year
29 to purchase from May 4,2025,to May 4,2026,with the option to extend the contract for two(2)additional
30 one(1)-year terms;and,
31 WHEREAS,JTS can receive commissions from Dental,Vision,Long-Term Disability,Life Insurance,
32 AD&D and any other voluntary benefit insurance product except medical plan vendor commissions; and,

1 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS;
3 Section 1. The Board of Directors authorizes the City Manager to enter a one (1)-year contract
4 extension with JTS Financial Services, LLC, in an amount not to exceed Ninety-Five Thousand Dollars
5 ($95,000.00), Benefit Consultation, Data Analytics, Reconciliation Services, Web-Based Benefit
6 Administration& Enrollment Services,ACA Reporting,with an option to add COBRA Administration and
7 FSA/DCP Administration, for the period of May 4, 2025, to May 4, 2026, with the option to extend the
8 contract for two(2)additional one(1)-year terms; and,
9 Section 2. Funding for these services is allocated in Employee Benefits Account No. 101003-63211.
10 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
11 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
12 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
13 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
14 resolution.
15 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
16 the provisions of this resolution and Resolution 15,449 (May 4, 2021), Little Rock,Ark., Resolution No.
17 15,698 (June 7, 2022), Little Rock, Ark., Resolution No. 15,969 (May 2, 2023), and Little Rock, Ark.
18 Resolution No. 16,295 as amended, are hereby repealed to the extent of such inconsistency.
