3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH ALL SERVICE ELECTRIC, INC., IN AN
5 AMOUNT NOT TO EXCEED SIX HUNDRED NINETEEN THOUSAND
6 EIGHT HUNDRED SIXTY AND 60/100 DOLLARS($619,860.60),FOR THE
7 CHENAL AT GAMBLE INTERSECTION IMPROVEMENTS PROJECT;
8 AND FOR OTHER PURPOSES.

10 WHEREAS,it has been deemed appropriate and necessary to analyze and design improvements at the
11 intersection of Chenal Parkway and Gamble Road to make it safer for drivers and pedestrians;and,
12 WHEREAS,needed project improvements include the installation of new traffic signal equipment and
13 construction of pedestrian access improvements at the intersection of Chenal Parkway and Gamble Road
14 to make the intersection safer;and,
15 WHEREAS,responses to an Invitation to Bid("ITB"),Bid No.3014 for Chenal at Gamble Intersection
16 Improvements were received by the City of Little Rock on March 13,2025; and,
17 WHEREAS,one (1)bid was received, and it was determined that All Service Electric, Inc., was the
18 lowest responsible and responsive bidder,and that it was qualified to perform the contract;and,
19 WHEREAS,this contract shall be in an amount not to exceed Six Hundred Nineteen Thousand Eight
20 Hundred Sixty and 60/100 Dollars,($619,860.60),which is the base bid amount of Five Hundred Sixteen
21 Thousand Five Hundred Fifty and 50/100 Dollars($516,550.50)plus a twenty percent(20%)contingency.
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The City Manager is hereby authorized to execute an agreement with All Service Electric,
25 Inc.,for the Chenal at Gamble Intersection Improvements project in an amount not to exceed Six Hundred
26 Nineteen Thousand,Eight Hundred Sixty And 60/100 Dollars($619,860.60),which is the base bid amount
27 of Five Hundred Sixteen Thousand Five Hundred Fifty and 50/100 Dollars, ($516,550.50) plus a twenty
28 percent(20%)contingency.
29 Section 2. Funding for this project is available from the 2022 Capital Improvement Bonds as authorized
30 by Little Rock,Ark.,Resolution 15,968(May 2,2023)-Account Activity BOD002S.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 Section 4. Repealer.All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
