3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 ENTER INTO A CONTRACT WITH R. VALADEZ
5 CONSTRUCTION, INC., IN AN AMOUNT NOT TO EXCEED
6 EIGHTY-SIX THOUSAND, FIFTY AND 01/100 DOLLARS,
7 ($86,050.01), FOR THE SHACKLEFORD ROAD DRAINAGE
8 PROJECT; AND FOR OTHER PURPOSES.

10 WHEREAS, it has been deemed appropriate and necessary to analyze and design a replacement for a
11 failing drainage culvert under Shackleford Road north of Colonel Glenn Road; and,
12 WHEREAS, needed project improvements include removal of a failing drainage culvert under
13 Shackleford Road and replace it with a new culvert with headwalls;and,
14 WHEREAS,responses to an Invitation to Bid ("ITB"), Bid No. 3017 for Shackleford Road Drainage
15 was received by the City of Little Rock on March 19, 2025; and,
16 WHEREAS,two(2)bids were received,and it was determined that R. Valadez Construction,Inc. was
17 the lowest responsible and responsive bidder; and,
18 WHEREAS,this contract shall be in an amount not to exceed Eighty-Six Thousand Fifty and 01/100
19 Dollars ($86,050.01) which is the base bid amount of Seventy-One Thousand Seven Hundred Eight and
20 34/100 Dollars($71,708.34)plus a twenty percent(20%)contingency.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. The City Manager is hereby authorized to execute an agreement for the Shackleford Road
24 Drainage project with R Valadez Construction,Inc., in an amount not to exceed Eighty-Six Thousand Fifty
25 and 01/100 Dollars ($86,050.01)which is the base bid amount of Seventy-One Thousand Seven Hundred
26 Eight and 34/100 Dollars($71,708.34)plus a twenty percent(20%)contingency.
27 Section 2. Funding for this project is available from the 2022 Capital Improvement Bonds as authorized
28 by Little Rock,Ark., Resolution No. 15,968(May 2,2023)- Account Activity B6D062D.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
33 resolution.

1 Section 4. Repealer.All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
2 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
