3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CASTILLO CONCRETE POOL AND SPA,
5 INC., IN AN AMOUNT NOT TO EXCEED THREE HUNDRED FIFTY-
6 THREE THOUSAND, SEVEN HUNDRED SEVENTY-NINE AND 20/100
7 DOLLARS, ($353,779.20), FOR THE WARD 6 SIDEWALKS PROJECT;
8 AND FOR OTHER PURPOSES.

10 WHEREAS, it has been deemed appropriate and necessary to analyze and design sidewalk
11 improvements for locations in Ward 6 to include Aldersgate Drive from West 20th Street to West 24th Street
12 and on West 25th Street from Walker Street to Dorchester,and,
13 WHEREAS,needed project improvements include construction of new sidewalks including associated
14 clearing,drainage,and driveway aprons;and,
15 WHEREAS, responses to an Invitation to Bid ("ITB"), Bid No. 3012 for Ward 6 Sidewalks were
16 received by the City of Little Rock on February 27,2025;and,
17 WHEREAS,four(4)bids were received, and it was determined that Castillo Concrete Pool and Spa,
18 Inc.,was the lowest responsible and responsive bidder,and,
19 WHEREAS,this contract shall be in an amount not to exceed Three Hundred Fifty-Three Thousand
20 Seven Hundred Seventy-Nine Thousand and 20/100 Dollars ($353,779.20)which is the base bid amount
21 of Two Hundred Ninety-Four Thousand Eight Hundred Sixteen Dollars($294,816.00)plus a twenty percent
22 (20%)contingency.
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is hereby authorized to execute an agreement for the Ward 6 Sidewalks
26 project with Castillo Concrete Pool and Spa, Inc. in an amount not to exceed Three Hundred Fifty-Three
27 Thousand Seven Hundred Seventy-Nine Thousand and 20/100 Dollars($353,779.20)which is the base bid
28 amount of Two Hundred Ninety-Four Thousand Eight Hundred Sixteen Dollars, ($294,816.00) plus a
29 twenty percent(20%)contingency.
30 Section 2. Funding for this project is available from the 2022 Capital Improvement Bonds as authorized
31 by Little Rock,Ark.,Resolution No. 15,968(May 2,2023)-Account Activity B6D054S.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
3 resolution.
4 Section 4. Repealer.All laws, ordinances,resolutions,or parts of the same,that are inconsistent with
5 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
