3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CASTILLO CONCRETE POOL AND SPA
5 INC., IN AN AMOUNT NOT TO EXCEED ONE HUNDRED SIXTY-
6 EIGHT THOUSAND, ONE HUNDRED AND 80/100 DOLLARS
7 ($168,100.80), FOR THE WARD 4 SIDEWALKS PROJECT; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, it has been deemed appropriate and necessary to analyze and design sidewalks
11 improvements for locations in Ward 4 to include Green Mountain Road from Ethan Allen Drive to Mara
12 Lynn Road and sidewalk repairs on Shackleford Road and Breckenridge Road damaged in the 2024
13 tornado; and,
14 WHEREAS,needed project improvements include construction of new sidewalks including associated
15 clearing, drainage and driveway aprons;and,
16 WHEREAS, responses to an Invitation to Bid ("ITB"), Bid No. 3016 for Ward 4 Sidewalks were
17 received by the City of Little Rock on March 18,2025;and,
18 WHEREAS,three (3)bids were received, and it was determined that Castillo Concrete Pool and Spa
19 Inc., was the lowest responsible and responsive bidder; and,
20 WHEREAS,this contract shall be in an amount not to exceed One Hundred Sixty-Eight Thousand One
21 Hundred and 80/100 Dollars($168,100.80),which is the base bid amount of One Hundred Forty Thousand
22 Eighty-Four Dollars,($140,084.00)plus a twenty percent(20%)contingency; and,
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is hereby authorized to execute an agreement for the Ward 4 Sidewalks
26 project with Castillo Concrete Pool and Spa Inc., in an amount not to exceed One Hundred Sixty-Eight
27 Thousand One Hundred and 80/100 Dollars ($168,100.80), which is the base bid amount of One Hundred
28 Forty Thousand Eighty-Four Dollars,($140,084.00)plus a twenty percent(20%)contingency.
29 Section 2. Funding for this project is available from the 2022 Capital Improvement Bonds as authorized
30 by Little Rock,Ark., Resolution 15,968 (May 2, 2023)-Account Activity B4D033S.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 Section 4. Repealer.All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
