AN ORDINANCE GRANTING A VARIANCE FROM
VARIOUS LOT DEVELOPMENT STANDARDS OF
CHAPTER 31 OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK, ARKANSAS; PROVIDING FOR A
VARIANCE TO ALLOW THE CREATION OF LOTS
WITHOUT PUBLIC STREET FRONTAGE FOR THE
STAGECOACH VILLAGE SUBDIVISION REVISED
PRELIMINARY PLAT (S-1273-I), LOCATED ON THE
NORTHWEST CORNER OF STAGECOACH VILLAGE
DRIVE AND STAGECOACH ROAD.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for the Stagecoach Village
Subdivision Revised Preliminary Plat (S-1273-I) as follows:
Subsection A. That variances are granted from the provisions of Chapter 31,
Section 31-231 to allow the creation of lots without public street frontage; Lot 3B and 3C
of the Stagecoach Village Subdivision Revised Preliminary Plat.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

Enclosed please fmd a copy of an Ordinance adopted by the Board of Directors at their July 20,
2004 Public Hearing approving a preliminary plat for the above referenced project. The Planning
Commission made a recommendation of approval at their June 3, 2004 Public Hearing of these
requests.
Please submit three copies of the approved preliminary plat to me as soon as possible so your file

SYNOPSIS
The applicant proposes a revision to a previously approved
preliminary plat to allow proposed Lot 3 to be further
divided resulting in four lots. The request includes a
variance from the Subdivision Ordinance to allow two lots
to develop without public street frontage.
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the requested variances.
The Planning Commission voted to recommend approval
of the requested variances, as recommended by Staff, by a
vote of 11 ayes, 0 noes and 0 absent.
CITIZEN
The Planning Commission reviewed the proposed variance

requests at its June 3, 2004 meeting. There were no
registered objectors present. All property owners within
200 feet of the site, all residents within 300 feet, who could
be identified, Southwest Little Rock United for Progress
and the Otter Creek Home Owners Association were
notified of the Public Hearing.
BACKGROUND
A Planned Commercial Development and the Stagecoach
Village plat were created in September of 2000. The Plat
contained four (4) lots. The applicant submitted a request

to revise the proposed preliminary plat on February 12,
2001. This request included an area to the west, which the
applicant proposed to develop as attached single-family
homes. This area has been final platted and is currently
under construction.
The applicant now proposes to revise the previously
approved POD (a separate item on this agenda File No.
Z-6178-1) to allow the redevelopment of the site and to
expand the area to include properties to the north and west
under the applicant's ownership previously indicated as
proposed Lots 1 and 3. The applicant is requesting to
subdivide Lot 3 into four smaller office lots with a
common parking area. This request will require a variance
from the Subdivision Ordinance to allow the creation of
lots without public street frontage; proposed Lots 3C and
3D. The applicant will utilize one common trash container
that would allow waste management to pick-up just once a
week. A cross access agreement will be provided for the
trash container to be shared by the four proposed lots.
