A. PROPOSAL/REQUEST:
Comcast Cablevision proposes to construct a 612 square foot
accessory building at its 7621 Enmar Drive site. The
purpose of the building is to house signal equipment
specifically designed for interaction with their fiber
optic cabling system. The building will be unmanned except
for a maintenance crew which will inspect the equipment
approximately once per week.
The 2.17 acre site is zoned I-2 and contains three existing
buildings of 2,060 square feet, 258 square feet and 202
square feet along with several satellite dishes and a
tower. The eastern portion of the property is wooded.
The proposed building will be located approximately 50 feet
east of the principal building. The building is a
prototype design which is 26.83 feet long by 22.83 feet
wide and 9.38 feet in height, and constructed of precast
concrete. A 10 foot by 10 foot concrete equipment pad will

be located adjacent to the proposed equipment building to
support a self-contained generator.
B. EXISTING CONDITIONS:
The site contains an existing Comcast office building and
two small accessory buildings. There is also a tower with
guy wires at the northeast corner of the office building
and several satellite dishes.
The general area is primarily industrial in nature. All
adjacent property is zoned I-2.
C. NEIGHBORHOOD COMMENTS:
As of this writing, staff has received no public comment on
this item. The Wakefield and Cloverdale Neighborhood
Associations were notified of the public hearing.
D. ENGINEERING COMMENTS:
PUBLIC WORKS CONDITIONS:
1. Enmar Drive is listed on the Master Street Plan as a
collector street; dedication of right-of-way to 30 feet
from centerline is required.
2. Property frontage requires sidewalks and ramps in
conformance with current ADA standards.
3. Repair or replace any curb and gutter or sidewalk that is
damaged in the public right-of-way prior to occupancy.
4. Plans of all work in right-of-way shall be submitted for
approval prior to start of work.
E. UTILITIES AND FIRE DEPARTMENT/COUNTY PLANNING:
Wastewater: Sewer available, not adversely affected_
AP&L: No Comment received.

Southwestern Bell: No Comment.
Water: No objection.
Fire Department: No Comment.

F. ISSUES/TECHNICAL/DESIGN:
Planning Division: No Comment.
Landscape Issues:
A landscaping upgrade equal to the expansion proposed will
be required prior to a building permit being issued.
G. ANALYSIS:
The applicant submitted a revised site plan to staff on
February 17, 1999. The revised site plan addresses the
issues as raised by staff and the Subdivision Committee.
The revised plan shows the sidewalks as required by Public
Works. The applicant notes that an upgrade in landscaping
will be done as required.
The proposed building conforms to the setback and height
regulations of the Zoning Ordinance. The proposed
equipment building requires no additional parking on the
site.
There being no further issues for resolution, staff feels
that the proposed equipment building will have no adverse
impact on the adjacent property.
H. STAFF RECOMMENDATIONS:
Staff recommends approval of the site plan subject to
compliance with the requirements as noted in paragraphs D
and F of this request.
SUBDIVISION COMMITTEE COMMENT: FEBRUARY 11, 1999)
James Hoch and Dana Wannemacher were present, representing the
application. Staff gave a brief description of the site plan,
noting that the proposed accessory building conforms to zoning
ordinance standards.
The Public Works requirements were briefly discussed. The
applicants indicated no problems with these requirements.
The landscape comment was also briefly discussed.

There being no further issues for discussion, the Committee
forwarded the site plan to the full Commission for final action.
PLANNING COMMISSION ACTION: (MARCH 4, 1999)
The staff presented a positive recommendation on this
application, as there were no further issues for resolution.
There were no objectors to this matter.
The Chairman placed the item before the Commission for inclusion
within the Consent Agenda for approval as recommended by staff.
A motion to that effect was made. The motion passed by a vote
of 9 ayes, 0 nays and 2 absent.
