A. PROPOSAL:
The applicant proposes to subdivide 10.0 acres into thirteen
(13) single-family residential lots with approximately 820
linear feet of new street. The property is zoned R-2. All
of the single-family lots will be final platted at the same
time.
B. EXISTING CONDITIONS:
The 10.0 acre property is partially wooded, with several
single-family residential structures scattered throughout
the property.
The Pleasant Valley Neighborhood is located immediately east
of this site, with the Pleasant Valley golf course abutting
the property to the north. Additional single-family
residences are located to the west and southwest across
Hinson Road. The Pulaski Academy is located to the south,
across Hinson Road, with a church and several office
buildings located further east, along the south side of
Hinson Road.

C. NEIGHBORHOOD COMMENTS:
As of this writing, staff has received no negative comments
from the neighborhood. The Pleasant Valley and Marlow Manor
Neighborhood Associations were notified of the public
hearing..
D. ENGINEERING COMMENTS:
PUBLIC WORKS CONDITIONS:
1. Right -of -way dedication to 45' from centerline at Hinson
Road as indicated meets Master Street Plan. Construct
sidewalk with improvements 4' wide at new right-of-way.
2. Residential street (Adkins Court) should be 24, wide. To
qualify as minor (24) length must not exceed 750 LF.
Construct sidewalk on one side.
3. Corps of Engineers wetland determination is recommended
along with satisfying CLR grading and drainage
requirements, including stormwater detention. Provide
easements for stormwater and detention facilities.
E. UTILITIES AND FIRE DEPARTMENT COUNTY PLANNING:
Wastewater: Sewer main extension required with easements
to serve property.
AP&L: No Comment received.
Arkla: No Comment.
Southwestern Bell: No Comment.
Water: Water main extension required. Acreage charge of
$300 per acre applies in addition to normal fees.
Fire Department: Place fire hydrants per city code.

G. ANALYSIS•
The preliminary plat submitted for staff review is generally
in good shape. However, as of this writing, the applicant
needs to submit a revised preliminary plat to staff making
several minor additional notes. Those additional minor
notations include the following:
a. Name/address of property owner/subdivider
b. Source of title
c. Storm drainage analysis and preliminary storm drainage
plan.
d. Plat book and page or instrument number for Pleasant
Valley Addition and Pleasant Valley Estates.
e. Names of owners of abutting unplatted tracts or platted
tracts in excess of 2 1/ acres.
f. Zoning of property and abutting property.
g. Move building line back to achieve a 60 foot chord
distance on Lot 1.
h. Change proposed name of street to avoid a name conflict.
Otherwise, there should be no outstanding issues associated
with this preliminary plat.
H. STAFF RECOMMENDATIONS:
Staff recommends approval of the preliminary plat subject to
compliance with the conditions noted in paragraphs D, E and
G of this report.
SUBDIVISION COMMITTEE COMMENT:
(NOVEMBER 5, 1998)
Pat McGetrick was present, representing the application. Staff
briefly described the preliminary plat and noted several minor
items which needed to be shown on the preliminary plat.
Bob Turner, of Public Works, briefly reviewed the Public Works
conditions with the applicant and committee. Mr. Turner noted
that the proposed name of the cul-de-sac (Adkins Court) should be
changed due to a conflict with Adkins Street, which is located
south of Baseline Road and east of Chicot Road.
After the brief discussion, the Committee forwarded the issue to
the full Commission for final action.
PLANNING COMMISSION ACTION:
(DECEMBER 3, 1998)
Staff presented a positive recommendation on this application, as
there were no further issues for resolution. There were no
objectors to this matter.

The Chairman placed the item before the Commission for inclusion
within the Consent Agenda for approval as recommended by staff.
A motion to that effect was made. The motion passed by a vote of
7 ayes, 0 nays and 4 absent.
