A. PROPOSAL•
The applicant proposes to subdivide 3.0 acres into two (2)
lots to allow for a second single-family residential
building site. The property is zoned R-2. Item 2.1 on this
agenda is a conditional use permit application for the
placement of a multi -sectional manufactured home on Lot 1 of
this subdivision.. Both lots will be final platted at,the
same time.
B. EXISTING CONDITIONS:
A site -built home and a single -wide manufactured home
(accessory dwelling) current exist on Lot 2 of the proposed
subdivision. A double -wide manufactured home has recently
been placed on the proposed Lot 1 (see item 2.1 on this
agenda).
The general area is single-family residential in nature.
The area contains a variety of single-family residences,
including site -built homes, single -wide and double -wide
manufactured and mobile homes. The area also contains a
large amount of undeveloped, wooded property.

C. NEIGHBORHOOD COMMENTS:
As of this writing, staff has received no negative comments
on this application. There was no established neighborhood
association to notify of the public hearing.
D. ENGINEERING COMMENTS:
PUBLIC WORKS CONDITIONS:
1. Sullivan Road is a minor arterial on Master Street
Plan. Dedicate right-of-way to 45' from centerline.
2. Profile roadway to locate driveways on plan to
avoid sight distance problems.
E. UTILITIES AND FIRE DEPARTMENT COUNTY PLANNING:
Wastewater: Outside service boundary. No comment.
AP&L: No Comment received.
Arkla : No Comment.
Southwestern Bell: No Comment.
Water: No objection. Approval of the City is required for
water service.
Fire Department: No Comment.
County Planning:
1. Thirty (30) foot right-of-way dedication required
for Sullivan Road.
2. Septic system must be approved by the Pulaski County
Health Department.
CATA: Not currently served by Central Arkansas Transit.
F. ISSUES/TECHNICAL/DESIGN:
Planning Division: No Comment.
Landscape Issues: No Comment,.
G. ANALYSIS•
The preliminary plat submitted for staff review is generally
in good shape. However, as of this writing, the applicant
needs to submit a revised preliminary plat to staff making
several minor additional notes. Those additional minor
notations include the following:

b. Source of water supply and wastewater disposal.
c. Names of owners of abutting property (unplatted tracts
or platted tracts in excess of 2 Y2 acres).
d. Zoning of property and abutting property.
e. PAGIS Monument.
f. Corrected legal description and vicinity map.
Otherwise, there should be no outstanding issues associated
with this preliminary plat.
H. STAFF RECOMMENDATIONS:
Staff recommends approval of the preliminary plat subject to
compliance with the comments noted in paragraphs D, E and G
of this report.
SUBDIVISION COMMITTEE COMMENT:
(NOVEMBER 5, 1998)
Pat McGetrick was present, representing the application. Staff
gave a brief description of the preliminary plat, noting several
minor items which needed to be shown on the plat.
The Public Works concerns were briefly reviewed and discussed.
After the brief discussion, Mr. McGetrick noted that a revised
preliminary plat, with the additional minor items noted, would be
submitted to staff. The Committee forwarded the issue to the
full Commission for final action.
PLANNING COMMISSION ACTION:
(DECEMBER 3, 1998)
Staff presented a positive recommendation on this application, as
there were no further issues for resolution. There were no
objectors to this matter.
