3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH FLYNCO, INC. IN AN AMOUNT NOT TO
5 EXCEED ELEVEN MILLION THREE HUNDRED THIRTY-TWO THOU-
6 SAND DOLLARS ($11,332,000.00) TO PROVIDE RENOVATIONS AND
7 UPGRADES FOR THE CITY OF LITTLE ROCK ZOO'S 2025 FRONT EN-
8 TRY BOND PROJECT; AND FOR OTHER PURPOSES.

10 WHEREAS,the Little Rock Zoo wishes to authorize Flynco, Inc. for general contract services on the
11 Zoo's 2025 Front Entry Bond Project for a complete renovation of the Zoo's front entry plaza with major
12 modifications and upgrades to surrounding animal exhibits and corresponding areas per the Zoo's Master
13 Plan.
14 WHEREAS, the Little Rock Zoo held a mandatory pre-bid meeting on February 3, 2025 where two
15 respondents were reviewed by Procurement and qualified Zoo staff and Flynco, Inc. was determined to be
16 the lowest qualified responsive and responsible bidder; and
17 WHEREAS,the cost of this project is not to exceed Eleven Million Three Hundred Thirty-Two Thou-
18 sand Dollars(11,332,000.00)plus a five percent(5%)contingency fee; and
19 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is authorized to enter into an agreement with Flynco, Inc. to complete
22 renovation of the Zoo's front entry plaza and major modifications and upgrades to surrounding animal
23 exhibits and corresponding areas.
24 Section 2. Funds are allocated in the Zoo 2022A Bond Project, B65D016 (Tranche 1 Bond Funds),
25 B65D006(Tranche 2 Bond Funds)and supplemental funding from the Arkansas Zoological Foundation.
26 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
28 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
29 as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the reso-
30 lution.
31 Section 4. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
32 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
