3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A NINETY(90)-DAY EXTENSION OF THE EXISTING CONTRACT
5 WITH RISK MANAGEMENT RESOURCES FOR CONTINUED THIRD-
6 PARTY ADMINISTRATION OF THE CITY'S SELF-FUNDED WORKERS'
7 COMPENSATION PROGRAM FROM APRIL 1, 2025, TO JUNE 30, 2025;
8 AND FOR OTHER PURPOSES.

10 WHEREAS,the Board of Directors(the"Board")of City of Little Rock,Arkansas(the"City")passed
11 Little Rock,Ark. Resolution("LRR")No 13,866(April 15,2014)to authorize the City Manager to extend
12 the existing contract with Risk Management Resources to provide third-party administration services for
13 the City's self-funded workers' compensation program at a rate of Seventy-Two Thousand Dollars
14 ($72,000.00)per year;and,
15 WHEREAS,that rate was guaranteed for three(3)years with the maximum term noted in the Request
16 for Proposals effective July 1,2014;and,
17 WHEREAS,the current coverage ended on June 30, 2017, and was extended for one (1) additional
18 year pursuant to Little Rock Ark. Ordinance ("LRO") No. 21,434 (June 20, 2017) to provide coverage
19 ending on March 31,2018;and,
20 WHEREAS, in 2018, after careful review of responses to a formal bid process,the recommendation
21 to accept the proposal of Risk Management Resources for a maximum of seven(7),one(1)-year terms was
22 adopted in LRO. 14,741 (March 20,2018);and,
23 WHEREAS, LRR No. 16,247(March 5, 2024)authorized the seventh and final one(1)year-term of
24 the agreement with Risk Management Resources to provide third-party administrative services for the
25 City's self-funded workers'compensation program;and,
26 WHEREAS,this resolution authorizes a ninety(90)-day extension of the existing contract with Risk
27 Management Resources to ensure the continuity of services and to allow time for the Request for Proposals
28 process in order to seek a vendor for future administration services.
29 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS;
31 Section 1.The City Manager is authorized to enter into an agreement with Risk Management Resources
32 to provide third-party administration services for the City's self-funded workers'compensation program at
33 a cost of Seventy-Two Thousand Dollars($72,000.00)in total.

1 Section 2.The terms of this agreement are from April 1, 2025 through June 30, 2025.
2 Section 3. Funding for this agreement is budgeted in General Benefits Fund, Account No. 101003-
3 52033.
4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 resolution.
9 Section 5.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
10 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
