3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH SWAYZE, LLC, IN AN AMOUNT NOT TO
5 EXCEED THREE HUNDRED SEVENTY-TWO THOUSAND, FOUR
6 HUNDRED EIGHTY-FOUR AND 80/100 DOLLARS, ($372,484.80), FOR
7 THE WEST 24TH STREET RECONSTRUCTION PROJECT AND FOR
8 OTHER PURPOSES.

10 WHEREAS,it has been deemed appropriate and necessary to analyze and design street reconstruction
11 improvements for West 24th Street from Valmar Street to Valentine Street;and,
12 WHEREAS,needed project improvements include reconstruction of West 24th Street with new asphalt
13 paving,concrete curb and gutter,curb inlets and underground drainage and a sidewalk;and,
14 WHEREAS, responses to an Invitation to Bid ("ITB"), Bid No. 3009 for West 24th Street
15 Reconstruction was received by the City of Little Rock on February 25,2025;and,
16 WHEREAS, three (3) bids were received and it was determined that Swayze, LLC was the lowest
17 responsible and responsive bidder;and,
18 WHEREAS,this contract shall be in an amount not to exceed Three Hundred Seventy-Two Thousand
19 Four Hundred Eighty-Four and 80/100 Dollars, ($372,484.80), which is the base bid amount of Three
20 Hundred Ten Thousand Four Hundred Four Dollars, ($310,404.00) plus a twenty percent (20%)
21 contingency.
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The City Manager is hereby authorized to execute an agreement for the West 241 Street
25 Drainage project with Swayze, LLC in an amount not to exceed Three Hundred Seventy-Two Thousand
26 Four Hundred Eighty-Four and 80/100 Dollars, ($372,484.80), which is the base bid amount of Three
27 Hundred Ten Thousand, Four Hundred Four Dollars ($310,404.00) plus a twenty percent (20%)
28 contingency.
29 Section 2. Funding for this project is available from the 2022 Capital Improvement Bonds, as
30 authorized by Little Rock,Ark.,Resolution No. 15,968(May 2,2023),Account Activity B1D005S.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 Section 4. Repealer.All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
