3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE A CONTRACT WITH CASTILLO CONCRETE POOL
5 AND SPA,INC.,IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
6 EIGHTY-SEVEN THOUSAND FOUR HUNDRED FORTY-SIX
7 DOLLARS ($187,446.00), FOR THE PINE SUMMIT DRAINAGE
8 IMPROVEMENT PROJECT; AND FOR OTHER PURPOSES.

10 WHEREAS, it has been deemed appropriate and necessary to analyze and design drainage
11 improvements to capture and convey stormwater drainage runoff from Pine Summit Court and re-direct it
12 away from residences on Vancouver Drive;and,
13 WHEREAS, project improvements include construction of new concrete lined channel to capture
14 stormwater runoff and convey it away from residences;and,
15 WHEREAS,the City of Little Rock(the "City") issued an Invitation to Bid"Bid Event 3000 — Pine
16 Summit Court Drainage"for the Pine Summit Court Drainage;and
17 WHEREAS, Castillo Concrete Pool and Spa, Inc., was the lowest responsible and responsive bid
18 meeting specifications out of the four(4)bids received;and,
19 WHEREAS, the total cost for this contract shall not exceed One Hundred Eighty-Seven Thousand,
20 Four Hundred Forty-Six Dollars and 00/100,($187,446.00),which is the base bid amount of One Hundred
21 Fifty-Six Thousand,Two Hundred Five Dollars($156,205.00)plus a twenty percent(20%)contingency.
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 SECTION 1. The City Manager is hereby authorized to execute an agreement with Castillo Concrete
25 Pool and Spa,Inc. in an amount not to exceed One Hundred Eighty-Seven Thousand Four Hundred Forty-
26 Six Dollars($187,446.00),which is the base bid amount of One Hundred Fifty-Six Thousand Two Hundred
27 Five Dollars($156,205.00)plus a twenty percent(20%)contingency.
28 SECTION 2. Funding for this project is from the 2022 Capital Improvement Bonds,as authorized by
29 Little Rock,Ark.,Resolution No. 15,968(May 2,2023). Account Activity B6D056D.
30 SECTION 3. Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 SECTION 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
4 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
