3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE TO
4 BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A FOURTH
5 CONTRACT AMENDMENT WITH SOUNDTHINKING INC., (FORMERLY
6 SHOTSPOTTER,INC.),FOR A TOTAL AMOUNT NOT TO EXCEED ONE
7 HUNDRED EIGHTY-EIGHT THOUSAND DOLLARS ($188,000.00), FOR
8 THE RENEWAL OF THE WIDE AREA GUNSHOT DETECTION SERVICE
9 AND ADDITION OF CASE BUILDER SOFTWARE FOR THE LITTLE
10 ROCK POLICE DEPARTMENT;AND FOR OTHER PURPOSES.

12 WHEREAS, since September 11, 2001, the City has become eligible for several Emergency Service
13 Equipment Grants; and,
14 WHEREAS, SoundThinking Inc., is a leading public safety technology company that delivers data-
15 driven solutions for law enforcement, civil leadership, and security professionals for more than 2,000
16 agencies and 160 cities in the U.S.; and,
17 WHEREAS, SoundThinking Inc.'s CaseBuilder software is an investigation management platform
18 that enables investigative teams to efficiently organize and store case information, track and prioritize
19 assignments,optimize resources,and submit information to prosecuting attorneys; and,
20 WHEREAS, SoundThinking Inc., is the exclusive provider for both ShotSpotter and CaseBuilder,
21 which makes it impractical and impossible to bid; and,
22 WHEREAS, it is critical that the Little Rock Police Department be equipped and trained with reliable
23 forms of response intervention equipment to preserve public safety; and,
24 WHEREAS, contracts extensions and modifications have been previously approved in Little Rock,
25 Ark., Resolution 15,392, Little Rock,Ark., Resolution 15,844,and Little Rock,Ark. Resolution 16,202.
26 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The Board of Directors declare it impractical and unfeasible to bid this contract since
29 SoundThinking, Inc., is the exclusive provider of these items.

31 Section 2. The City Manager is authorized to enter into a Contract Amendment with SoundThinking
32 Inc.,(formerly known as ShotSpotter, Inc.)in the amount not to exceed One Hundred Eighty-Eight Dollars
33 ($188,000.00), which includes the addition of CaseBuilder Software in an amount not to exceed Thirty-

1 Eight Thousand Five Hundred Dollars($38,500.00),and the renewal for an additional one(1)-year contract
2 term (December 19, 2024 through and including December 18, 2025) ShotSpotter for coverage of two
3 square miles and the renewal of the Annual API Subscription Services(June 14,2021 through and including
4 December 18,2022).
5 Section 3. Funding for this expenditure will be paid from account# 105201-61350.
6 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
11 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, including but not limited
12 to Little Rock,Ark., Resolution No. 15,392(February 23, 2021), Little Rock,Ark., Resolution No. 15,844
13 (December 20,2022),and Little Rock,Ark.,Resolution No. 16,2020(January 9,2024),that are inconsistent
14 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
