Enclosed please find a copy of an Ordinance adopted by the Board of Directors at their November
18, 2003 Public Hearing approving a preliminary plat for the Hickory Grove Subdivision located
on Hinson Road, south of Pebble Beach Drive. The Planning Commission made a
recommendation of approval at their October 16, 2003 Public Hearing of these requests.
Please submit three copies of the approved preliminary plat to me as soon as possible so your file

VARIOUS LOT DEVELOPMENT STANDARDS OF
CHAPTER 31 OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK, ARKANSAS; PROVIDING FOR A
VARIANCE TO ALLOW A REDUCED PLATTED
BUILDING LINE, A VARIANCE TO ALLOW REDUCED
LOT WIDTHS, A VARIANCE TO ALLOW A REDUCED
LOT WIDTHS FOR CORNER LOTS, A VARIANCE TO
ALLOW AN INCREASED LOT DEPTH TO WIDTH RATIO
AND A VARIANCE TO ALLOW DOUBLE FRONTAGE
LOTS FOR THE HICKORY GROVE SUBDIVISION —
PRELIMINARY PLAT (S-1135-D), LOCATED ON THE
WEST SIDE OF HINSON ROAD JUST SOUTH OF THE
PEBBLE BEACH WOODS SUBDIVISION.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for Hickory Grove Subdivision —
Preliminary Plat (S-1135-D) as follows:
Subsection A. That variances are granted from the provisions of Chapter 31,
Section 31-256 to allow Lots 1 — 50 to develop with a reduced platted building line.
Subsection B. That variances are granted from the provision of Chapter 31,
Section 31-232(b) to allow Lots 10, 11, 13 — 15 and 51, 57 - 61 to develop with an
increased depth to width ratio.
Subsection C. That variances are granted from the provision of Chapter 31,
Section 31-232(d) to allow Lots 15, 16, 17, 24, 25, 26 and 33 - 38 to develop as double
frontage lots.
Subsection D. That variances are granted from the provision of Chapter 31,
Section 31-232(a) to allow Lots 10, 11, 15, 16, 17, 18, 24, 25, 26, 33, 34, 40, 44 and 45 to
develop with a reduced lot width.
Subsection E. That variances are granted from the provision of Chapter 31
Section 31-232(e) to allow corner Lots 1, 20, 21, 29, 38 and 39 to develop with a reduced
width.
SECTION 2. This ordinance shall take effect thirty (30) days from and after its
passage.

SYNOPSIS
The applicant proposes to rezone the site PD-R to allow
the creation of a plat containing 65 detached single-family
lots. The plat will require variances from the Subdivision
Ordinance; lots without public street frontage, double
frontage lots, reduced front platted building lines, reduced
corner lot widths and an increased width to depth ratio.
The rezoning request is a separate item on this agenda (File
No. Z-4562-C).
FISCAL IMPACT
None.
RECOMMENDATION
Staff recommends approval of the requested variance. The
Planning Commission voted to recommend approval of the
variance request, as recommended by Staff, by a vote of
9 ayes, 0 noes and 2 absent.
CITIZEN
The Planning Commission reviewed the proposed PD-R
PARTICIPATION
request, including the lot variance, at its October 16, 2003
meeting. There were no objectors present. All property
owners within 200 feet of the site and all residents within
300 feet, who could be identified, the Hillsborough
Property Owners Association and the
Westchester/Heatherbrae Property Owners Association
were notified of the Public Hearing.
BACKGROUND
The applicant proposes to subdivide this site into sixty-five
(65) detached single-family homes to be developed in (3)
phases through a Planned Development.
The plat will require a variance from the Subdivision
Ordinance Section 31-232(d) to allow double frontage lots,
Section 31-256 to allow a reduced platted building line,
Section 31-232(e) to allow a reduced width of corner lots,
Section 31-232 to allow a reduced lot width and Section
31-232(b) to allow an increased width to depth ratio.
The applicant proposes the development to contain an
extension of Dorado Beach Drive from Pebble Beach
Woods subdivision to Hinson Road as a public street and
the development is proposed to contain two private streets
extending from Dorado Beach Drive.
The applicant is requesting a variance to allow the
development to contain double frontage lots [Section 31-
232(d)]. The double frontage lots include Lots 15, 16, 17,
24, 25, 26 and 33 — 28, which abut the private street and
Dorado Beach Drive.
The Subdivision Ordinance requires no lot be more than
three times as deep as it is wide [Section 31-232(b)]. Lots
10, 11, 13 — 15, 51, 57 — 61 do not meet this requirement.
The applicant is requesting a variance to allow an
increased depth to width ratio for these lots.
The applicant is request a variance from Section 31-256 to
allow a reduced platted building line on Lots 1 — 50 of the
proposed subdivision and a variance from Section 31-
232(a) to allow Lots 10, 11, 15, 16, 17, 18, 24, 25, 26, 33,
34, 40, 44 and 45 to develop with a reduced lot width.
Lots 1, 20, 21, 29, 38 and 39 will require a variance from
Section 31-232(e) to allow a reduced width on a corner lot.
To Staff s knowledge, there are no outstanding issues
associated with the proposed development plan. Please see
the attached Planning Commission minute record and site
plan for t8e applicant's specific development proposal and
the staff analysis and recommendation.

On behalf of the Little Rock Planning Commission, I would like to thank you for your
participation in the October 16, 2003 commission meeting. It is very important to the City staff
and the Planning Commission to have citizen input in the planning decision -making process.
Hickory Grove Long -form PD-R was recommended for approval and will be forwarded to the
Board of Directors on November 18, 2003.
