3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO. EXTEND THE
5 SOLE-SOURCE AGREEMENT WITH CITY YEAR, INC. FOR ONE (1)-
6 YEAR,IN AN AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND
7 DOLLARS($100,000.00),TO ESTABLISH AN EDUCATIONAL PROGRAM
8 RELATIVE TO THE CITY'S EDUCATION INITIATIVE FOR USE BY
9 THE LITTLE ROCK SCHOOL DISTRICT; TO DECLARE AN
10 EMERGENCY;AND FOR OTHER PURPOSES.

12 WHEREAS, there is an educational need to provide single-point solutions to address a school or
13 student's needs,utilizing City Year's holistic approach—the Whole School Whole Child model—is designed
14 to meet students' academic and social-emotional needs by providing support at the individual student,
15 classroom,at whole-school levels; and,
16 WHEREAS,Whole School Whole Child creates pathways to keep students in school and on-track to
17 graduate by ensuring direct student support and providing schools with the additional capacity to create
18 positive,school-wide learning environments; and,
19 WHEREAS,at the core of this model Program are the City Year AmeriCorps Members,who provide
20 single-point solutions to address a school or student's needs and designed to meet students' academic and
21 social-emotional needs by providing support at the individual student, classroom,and whole-school levels
22 and to create 2 I school-wide learning environments;and
23 WHEREAS, in Little Rock, City Year AmeriCorps members, ages eighteen (18) to twenty-six (26),
24 are trained and deployed to serve students in the following Little Rock School District Schools: Chicot
25 Elementary;Stephens Elementary;Mabelvale Middle; Cloverdale Middle; and J.A.Fair K-8 Preparatory.
26 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF'173E CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement with
29 City Year, Inc., in an amount not to exceed One Hundred Thousand and 00/100 Dollars ($100,000.00), to
30 provide funding support for the Whole School Whole Child model program and to establish an educational
31 program whereby City Year AmeriCorps Members provide single-point solutions to address a school or
32 student's needs and designed to meet students'academic and social-emotional needs by providing support at
33 the individual student,classroom,and whole-school levels and to create school-wide learning environments.

1 Section 2. Funds for this program are available through the Community Programs Other Program
2 Support,Account No I 08159.
3 Section 3.Because of City Year's unique approach with educational organizations in the area,the Board
4 of Directors declares it is impractical and unfeasible to submit this model to competitive selection.
5 Section 4.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
6 of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication
7 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the
8 portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance.
9 Section 5.Repealer.All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
10 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
11 Section 6. Emergency Clause. The ability to have an adequate educational model with members
12 properly equipped to interact effectively is essential to the public health, safety and welfare;an emergency
13 is, therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of
14 its passage.
