3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO CONTRACTS WITH AJS HOMES, LLC FOR THE DEVELOP-
S MENT AND CONSTRUCTION OF TWO (2) SINGLE-FAMILY PROP-
6 ERTIES USING HOME INVESTMENT PARTNERSHIPS PROGRAM TO
7 PROVIDE AFFORDABLE HOUSING IN A TOTAL AMOUNT NOT TO
8 EXCEED FOUR HUNDRED FORTY-ONE THOUSAND DOLLARS
9 ($441,000.00); AND FOR OTHER PURPOSES.

11 WHEREAS, the City of Little Rock(the"City")receives an annual allocation of HOME Investment
12 Partnerships Program ("HOME") funds from the U.S. Department of Urban Development ("HUD") to
13 acquire,develop and/or rehabilitate housing for low to moderate income persons;and,
14 WHEREAS,the funds allocated will be used to assist in developing two (2) single-family homes lo-
15 cated at 3710 Zion and 3714 Zion in the City of Little Rock;and,
16 WHEREAS,on January 24, 2025,the City issued an Invitation to Bid("ITB")for the construction of
17 the home at 3710 Zion and AJS Homes,LLC was the lowest responsive and responsible bidder;and,
18 WHEREAS,the contract amount to construct the home at 3710 Zion shall be in an amount not to ex-
19 ceed Two Hundred Eighteen Thousand Dollars($218,000.00);and,
20 WHEREAS, on January 24,2025,the City issued an Invitation to Bid("ITB")for the construction of
21 the home at 3714 Zion and AJS Homes,LLC was the lowest responsive and responsible bidder; and,
22 WHEREAS,the contract amount to construct the home at 3714 Zion shall be in an amount not to ex-
23 ceed Two Hundred Twenty-Three Thousand Dollars($223,000.00); and,
24 WHEREAS, the total allocated amount for the construction of both properties shall be in an amount
25 not to exceed Four Hundred Forty-One Thousand Dollars($441,000.00);and,
26 WHEREAS, each construction project will be approximately 1,500 square feet with four (4) bed-
27 rooms,two (2) bathrooms with a great room, dining area, kitchen laundry area and a two (2) car garage;
28 and,
29 WHEREAS, these properties are being developed with HOME Investment Partnerships Program
30 (HOME)funds.
31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
32 OF LITTLE ROCK,ARKANSAS:
33 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a contract with

1 AJS Homes, LLC for the development and construction of a single-family property located at 3710 Zion
2 in the City of Little Rock in an amount not to exceed Two Hundred Eighteen Thousand Dollars
3 ($218,000.00).
4 Section 2. The Board of Directors hereby authorizes the City Manager to enter into a contract with
5 AJS Homes, LLC for the development and construction of a single-family property located at 3714 Zion
6 in the City of Little Rock in an amount not to exceed Two Hundred Twenty-Three Thousand Dollars
7 ($223,000.00).
8 Section 3. Funding for these contracts is available through the HUD Home Investment Partnership
9 Program Funds(Account No.240009/G58721).
10 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
11 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
12 dication shall not affect the remaining portions of this resolution,which shall remain in full force and ef-
13 fect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
14 resolution.
15 Section 5. Repealer. All laws, ordinances and resolutions, including but not limited to Little Rock,
16 Ark.,Resolution No. 12,003 (May 17,2005)or parts of the same,that are inconsistent with the provisions
17 of this resolution,are hereby repealed to the extent of such inconsistency.
