3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH RENAISSANCE CONSTRUCTION, LLC, IN
5 AN AMOUNT NOT TO EXCEED FOUR HUNDRED FORTY-ONE
6 THOUSAND FIVE HUNDRED DOLLARS ($441,500.00), FOR THE DE-
7 VELOPMENT AND CONSTRUCTION OF TWO (2) SINGLE FAMILY
8 PROPERTIES TO PROVIDE AFFORDABLE HOUSING; AND FOR
9 OTHER PURPOSES.

11 WHEREAS, the City of Little Rock ("City") receives an annual allocation of HOME Investment
12 Partnerships Program ("HOME") funds from the U.S. Department of Urban Development ("HUD") to
13 acquire,develop,and rehabilitate housing for low to moderate income persons; and,
14 WHEREAS, the funds allocated will be used to construct two (2) single-family homes located at
15 3718 Zion Street and 3720 Zion Street in the City of Little Rock; and,
16 WHEREAS, on February 14, 2025, the City issued two (2) Invitations to Bid ("ITB") for the con-
17 struction of 3718 Zion and of 3720 Zion;and,
18 WHEREAS, two (2) bids were received, and it was determined that Renaissance Construction, LLC
19 was the lowest responsible and responsive bidder;and,
20 WHEREAS, the contract for the construction of the home at 3718 Zion Street shall be in an amount
21 not to exceed Two Hundred Sixteen Thousand Five Hundred Dollars($216,500.00);and,
22 WHEREAS,the contract for the construction of the home at 3720 Zion Street shall be in an amount
23 not to exceed Two Hundred Twenty-Five Thousand Dollars($225,000.00); and,
24 WHEREAS, the total allocated amount for the construction of homes on both properties shall be in
25 an amount not to exceed Four Hundred Forty-One Thousand Five Hundred Dollars($441,500.00); and,
26 WHEREAS, each construction project will be approximately 1,500 square feet with four (4) bed-
27 rooms, (2)bathrooms,a great room,dining area,kitchen laundry area,and a two(2)car garage; and,
28 WHEREAS, these properties are being developed with HOME Investment Partnerships Program
29 (HOME)funds.
30 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:
32 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a contract with
33 Renaissance Construction, LLC for the development and construction of two (2) single-family homes lo-

1 cated at 3718 Zion Street and 3720 Street Zion in the City of Little Rock;the contract for the construction
2 of the home at 3718 Zion Street shall be in an amount not to exceed Two Hundred Sixteen Thousand Five
3 Hundred Dollars($216,500.00)and the contract for the construction of the home at 3720 Zion Street shall.
4 be in an amount not to exceed Two Hundred Twenty-Five Thousand Dollars ($225,000.00), for a total
5 amount not to exceed Four Hundred Forty-One Thousand Dollars($441,000.00).
6 Section 2. Funding for these construction projects is available through the HOME-ARP and HUD
7 Home Investment Partnership Program Funds(Account Nos.240009/G3558723PI and 240009/G58721).
8 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
10 dication shall not affect the remaining portions of this resolution,which shall remain in full force and ef-
11 fect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
12 resolution.
13 Section 4. Repealer. All laws, ordinances and resolutions, including but not limited to Little Rock,
14 Ark.,Resolution No. 12,003 (May 17, 2005)or parts of the same,that are inconsistent with the provisions
15 of this resolution,are hereby repealed to the extent of such inconsistency.
