A. EXISTING CONDITIONS
This site is located outside the City limits in a
residential subdivision of medium to large, single
family homes. The particular property in question is
on flat ground and is very closely bordered on both the
north and south by other homes. No drainage problems
are apparent.
B. DEVELOPMENT PROPOSAL
This owner is requesting that the Commission approve
the addition of a carport, which encroaches 15.4' into
an area established by a 25' platted building line.
After several conversations with the City's building
inspectors, the applicants mistakenly got the
impression that it would be permissible to add a
carport to the front of their home after the conversion
of their garage into a game room. Since then, they
have been informed otherwise.
1. Conformance to Ordinance
This proposal varies from the Ordinance in the
manner stated above.
2. Legal Considerations
The need for an amended Bill of Assurance is the
only thing evident at this time.
C. ENGINEERING CONSIDERATIONS
None.
D. ANALYSIS
Upon site investigation of the area, Staff found only
one other addition similar to the type requested in the
entire neighborhood. Due to the closeness of the
existing residences, and the proposed addition to the
street, Staff feels that approval of this request will
be aesthetically damaging to the neighborhood.
E. STAFF RECOMMENDATION
Denial as filed.

SUBDIVISION COMMITTEE RECOMMENDATION
The applicant was not present. A motion to pass this to the
Full Commission without recommendation was made and passed
by a vote of 3 ayes, 0 noes, 2 absent.
PLANNING COMMISSION ACTION:
One of the applicants, Mrs. Sue Moore, was in attendance.
There were no objectors. During a brief presentation,
Mrs. Moore submitted several photos in support of her
contention that the proposed addition would prove to be an
asset to the surrounding neighborhood.
A motion was made to approve the encroachment and an
amendment to the Bill of Assurance, with the required amount
of signatures. The motion passed by a vote of 6 ayes, 3
noes and 2 absent. (Nay votes: Massie, wright and Arnett.)
