Mehlburger, Tanner & Associates, Inc, have met with Mr. Dale Russom, P.E.,
Assistant Manager of the Little Rock Water Works, to discuss access to West
Markham Street across a tract of land adjacent to the South side of the
Hooper -Bond property at its Southwest corner. This tract of land was
deeded to the City of Little Rock in 1936 and is in use as a right-of-way
for an existing 39" raw water line. Permission to cross the land will
have to be granted by both the Little Rock Board of Directors and the
Board of Commissioners of the Little Rock Water Works.
Terms of permission that will be required by the Little Rock Water Works
to cross the subject tract of land are as follows:
1) Provide an easement parallel to the existing 39" and 20" water lines
along the South side of the Hooper -Bond property such that the North
side of the easement will be ten (10')feet North of and parallel to
the existing 20" water line.
2) Construct an interception ditch along the South side of the Hooper -Bond
property to divert present runoff to the natural drainage channel along
the West property line of the Hooper -Bond property to protect the exist-
ing 39" water line from further erosion due to concentrated points of
runoff discharge from the Hooper -Bond property.
3) A reinforced concrete slab will be required to bridge traffic loads
across the existing 39" water line due to shallow cover.

RE: REGENCY DRIVE EXTENSION

On 11 May 1984, the Water Works Commissioners approved the granting of
the street dedication for Regency Drive. Based on drawings previously
submitted to us, this road Is to cross our property at right angles,
generally in the area of the NE1/4 of the NE1/4 of Section 4, T-1-N,
R-13-W.
We received a copy of Resolution No. 7186 from the City Clerk on 2 May
1984. The process was a little "In reverse", in that the 'resolution
was passed by the City prior to getting Water Works approval. Never-
theless, the conditions of the granting appear to be essentially what
we have previously discussed. I would IIke to address those, three
Items more specifically.
Condition #1 was that an easement be provided parallel to the existing
39 and 20-Inch water IInes along the south side of the property, such
that the north side of the easement will be ten (10v) feet North of and
parallel to the existing 20-Inch water Iine. Unless notif led other-
wise, we assume that you want to handle the dedication of this easement
In the form of a platting process. This is acceptable to us, however,
this easement must be designated as a "water line easement" and not as
a "utility easement".
Regarding Item #2, the Interceptor ditch needs to be sized to handle
all North -South runoff from this property, and it needs to Ile essen-
tially parallel to and north of the easement mentioned in #1 above.
Item #3, the reinforced concrete slab, should be designed to handle
truck loads. We would like to approve the design before it is con-
structed.
