STAFF ANALYSIS
The subject property has a long history traceable to an
early Housing Authority Program. The site was acquired by
the Housing Authority and cleared for redevelopment as
mixed, single, duplex and multifamily uses. A plat was
approved and placed for fixing the streets lot lines and
moving boundaries. All of this activity occurred during
September of 1973 and the following several months of that
year.
A significant period of time passed during which no activity
occurred. In May 1979, the Planning Commission and City
Board by resolution endorsed a proposal titled Eastview
Terrace and declared it to be a high priority project. At
that time, the plan was modified to provide for multifamily
use on all of the lots. A. total of 200 units was authorized
by the City Board, Resolution #5,946, May 16, 1978.
Subsequent to that action, a rezoning of the property
occurred from "B&D" to "MF-18" on February 20, 1979.
There followed a period of almost two years before the next
action, which is the plat before the Commission at this
t ime .
The plan has been altered to delete half of the units
authorized, the multi story building and all of the property
lying east of Last Street adjacent to the railroad tracks.
The plan calls for 100 units on two large tracts, closure of
Eleventh Street and Geyer Street within the complex and the
construction of Tenth Street to provide access to the Last
Street property.
Staff has received most of the comments requested of
utilities by departments, etc., and we do not expect
problems with the proposal.
The only area of concern we had has been addressed, that is,
the provisions of access to Last Street parcel. A
performance bond will be filed providing for construction of
the improvements and additional dedication is included in
the replat to provide the necessary time.
STAFF RECOMMENDATION
Approval as submitted subject to the requirements of the
ordinance relative to plat content.

PLANNING COMMISSION ACTION
After a brief presentation by staff, the Commission voted on
a motion to approve the plat as recommended by staff. The
motion passsed by a vote of 10 ayes, 0 noes, 1 absent.
