3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO CERTAIN COOPERATIVE CONTRACTS; AND FOR OTHER
5 PURPOSES.

7 WHEREAS, cooperative purchasing contracts are beneficial in that they provide access to pre-
8 negotiated contracts for goods and services and help secure better terms, reduce costs, and streamline the
9 procurement process by eliminating the need for the City to engage in competitive bidding;and
10 WHEREAS,the City of Little Rock("City")has a need to enter into certain cooperative purchasing
11 contracts; and,
12 WHEREAS,these cooperative purchasing contracts will allow the City to procure commodities and
13 services through and vendor contracts that the cooperative purchasing contracts may enter into; and,
14 WHEREAS,these cooperative purchasing contracts shall be made available to the City and staff will
15 generally be able to utilize and leverage the cooperative contracts by issuing a purchase order directly to
16 the vendor; and,
17 WHEREAS,the City wishes to enter into these cooperative purchasing contracts in a form and format
18 approved by the City Attorney.
19 NOW,THEREFORE,BE IT RESOLVED BY'ME BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is authorized to enter into each of the following cooperative purchasing
22 contracts in a form and format approved by the City Attorney:
23 a. BuyBoard;
24 b. Choice Partners;
25 c. General Services Administration("GSA");
26 d. Houston-Galveston Area Council("H-GAC");
27 e. Minnesota Cooperative Purchasing Venture("CPV");
28 f. National Association of State Procurement Officials("NASPO");
29 g. National Purchasing Partners("NPPGov");
30 h. Omnia Partners;
31 i. Sill International Corporation;
32 j. Sourcewell;
33 k. State of Arkansas State Contracts State Contracts - Arkansas Dept. of Transformation and
34 Shared Services;

1 1. Texas Department of Information Resources("Texas DIR"); and
2 m. The Interlocal Purchasing System("TIPS").
3 Section 2. Any limitation on any of these cooperative purchasing contracts shall be imposed by the
4 City's Chief Financial Officer or his designee.
5 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
7 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
8 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
9 resolution.
10 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
11 hereby repealed to the extent of such inconsistency, including but not limited to, Little Rock, Ark.,
12 Resolutions 12,463 (March 6,2007), 13,252 (January 3,2011), 13,532 (July 17,2012), 14,812 (June 19,
13 2018), 15,006(June 4,2019), 15,572(December 7,2021), 15,573 (December 7,2021), 15,714(June 21,
14 2022), 15,877(February 7,2023), 16,281 (April 2,2024), 16,413 (September 3,2024).
