3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
4 INTO A PROFESSIONAL SERVICES CONTRACT WITH NICE
5 SYSTEMS, INC., IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
6 THOUSAND DOLLARS ($100,000.00) PLUS APPLICABLE TAXES AND
7 FEES FOR AN INITIAL PERIOD OF ONE (1) YEAR, FOR THE
8 PURCHASE OF NICE INVESTIGATE SOFTWARE FOR LITTLE ROCK
9 POLICE DEPARTMENT;AND FOR OTHER PURPOSES.

11 WHEREAS, NICE Investigate is a comprehensive, digital investigation, and evidence management
12 software solution for law enforcement offered by NICE Systems,Inc.,which runs on the Microsoft Azure
13 cloud to automate the collections,analysis,and sharing of all digital evidence; and,
14 WHEREAS, vendor selection was made utilizing the Texas DIR-TSO-4288 Cooperative Agreement
15 for the purchase of this software management and integration system for a contract term of one (1) year
16 with an option for the City of Little Rock,Arkansas(the"City")to renew the terms annually up to five(5)
17 years;and,
18 WHEREAS, the total One Hundred Thousand Dollars ($100,000.00) cost of a one (1)-year contract
19 for NICE Investigate software with NICE Systems, Inc., includes networking with PremierOne CAD,
20 FUSUS,LRPD RMS,Watchguard Body Worn Cameras,Karpel,and Microsoft 365 Active Directory;and,
21 WHEREAS,upon the renewal of the contract for another year,there will be an additional cost of Nine
22 Thousand Three Hundred Dollars($9,300.00)annually for file retention and storage;and,
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS;
25 Section 1. The City Manager is authorized to enter into a professional services contract with NICE
26 Systems, Inc., for the purchase of NICE Investigate Software, in an amount not to exceed One Hundred
27 Thousand Dollars($100,000.00)plus applicable fees and taxes,for a term not to exceed one(1)year with
28 the option to renewal annually for up to five(5)years, which after the first year will incur a file retention
29 and storage fee of Nine Thousand Three Hundred Dollars($9,300.00)annually.
30 Section 2. Funding for the initial purchase of this software and any subsequent annual renewals is
31 available from Little Rock Police Department's Software Account No. 105201-61350.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 resolution.
4 Section 4.Repealer.All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
5 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
