HomeMy WebLinkAbout16599 1 RESOLUTION NO. 16,599 2 3 A RESOLUTION TO AMEND THE 2021-2025 CONSOLIDATED PLAN 4 AND 2022 ANNUAL ACTION PLAN; AND TO AMEND SOURCES AND 5 USES OF 2022 CDBG, HOME AND HOPWA FUNDS; TO SET A PUBLIC 6 HEARING FOR MARCH 4, 2025, AT 6:00 P.M.; AND FOR OTHER 7 PURPOSES. 8 9 WHEREAS, as part of the Annual Action Plan which must be submitted to the U.S. Department of 10 Housing&Urban Development("HUD"),the City must suggest the sources of uses of certain funds to be 11 received from HUD; and, 12 WHEREAS,on December 21,2021,the Mayor and members of the Board of Directors("the Board") 13 of the City of Little Rock,Arkansas("City")approved Little Rock,Ark. Resolution 15,599(December 21, 14 2021)to include the City's projected 2022 Entitlements which totaled Two Million,Nine Hundred Eighteen 15 Thousand, Three Hundred Seventy-Two Dollars ($2,918,372.00); and funding in the amount of Three 16 Million, One Hundred Seventy-Three Thousand, Four Hundred Twenty-Six and 27/100 Dollars 17 ($3,173,426.27)which was also available, including Two Hundred Thirty-Five Thousand, Fifty-Four and 18 27/100 Dollars ($235,054.27) in 2021 Program Income; and Twenty Thousand Dollars ($20,000.00) in 19 reallocated funds;and, 20 WHEREAS,the proposed uses of the City's 2022 Entitlement Funds were developed with extensive 21 citizenship participation,including two(2)virtual meetings and three(3)meetings throughout the City and 22 a sixteen (16)-member Consolidated Planning Committee; the Consolidated Planning Committee 23 developed a slate of projects to recommend for Board approval of the proposed uses of the 2022 CDBG, 24 HOME and HOPWA Funding; and, 25 WHEREAS,the City will amend the 2021-2025 Consolidated Plan and 2022 Action Plan to include 26 Facility-Based Housing, Capital Development and Homebuyer Assistance as activities. A reallocation of 27 CDBG funds from previous allocation of Five Thousand Nine Hundred Sixty-Five and 50/100 Dollars 28 ($5,965.50) will increase the 2022 funding to One Million Five Hundred Thirty-Nine Thousand Four 29 Hundred Eighty-Three and 50/100 Dollars ($1,539,483.50) and be an addition to owner-occupied 30 rehabilitation.A reallocation of HOME funds from previous allocation of Two Hundred Thousand Dollars 31 ($200,000)will increase the 2022 funding to One Million Four Hundred Eighty Thousand Sixty-Nine and 32 27/100 Dollars ($1,480,069.27) and be an addition for Homebuyer Assistance. A reallocation of 2022 [Page 1 of 3] 1 HOPWA funds will add Five Hundred Fifty Thousand Dollars ($550,000) to Facility-Based 2 Housing/Capital Development; and 3 WHEREAS, as a regulatory requirement, a public hearing must be conducted regarding proposed 4 amendments to the Consolidated Plan,Annual Action Plan and sources and uses of 2022 CDBG, HOME 5 and HOPWA funding according to the U.S. Department of Housing and Urban Development to allow 6 maximum citizen input;and 7 WHEREAS, a public hearing shall be set for March 4, 2025, at 6:00 p.m. to amend the 2021-2025 8 Consolidated Plan and 2022 Annual Action Plan to include Facility-Based Housing, Capital Development 9 and Homebuyer Assistance; and, 10 WHEREAS,the Consolidated Planning Committee has amended its recommendation of sources and 11 uses allocation of funds to the Board for the 2022 CDBG,HOME and HOPWA Funds included in the City's 12 Annual Plan based upon the fmal HUD allocation as shown in Section 1 below. 13 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 14 OF LITTLE ROCK,ARKANSAS: 15 Section 1. The 2021-2025 Consolidated Plan and 2022 Annual Action Plan proposed sources and 16 uses of funding are amended as shown in Exhibit A attached: 17 Section 2. The Board of Directors calls on the Mayor and City Manager to give,at minimum,a bi- 18 annual update to the City Board on the progress of work performed pursuant to this resolution. 19 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 20 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 21 adjudication shall not affect the remaining portions of the resolution on which shall remain in full force and 22 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 23 resolution. 24 Section 4. Repealer.
