Please see below our response on the comments:

Rezoning from R2 to C3 8123 Stagecoach Rd.
1. The entire site is in the floodway with a little portion of the property within the floodway.
We are aware that a major portion of the property is within the floodway. Once rezoned, we plan on complying with all the regulations and requirements for construction in/next to the
floodway.
2. You shall obtain a grading permit due to the property being within the floodplain.
Is the grading permit needed for rezoning or can we obtain the permit prior to requesting for construction permit?
3. You shall obtain a special flood hazard permit and provide any other information to the City’s Floodplain administrator.

4. Proposed site plan is not reviewed at this time and may require several changes.
The proposed site plan is a preliminary site plan just to assist the city to visualize what the coffee shop would look like. The submitted plans haven't been finalized on our end as
well. As mentioned, the submitted plans are preliminary. Once the property is rezoned, our civil engineering team along with our architect would begin working on developing the plans
(MEPs) following the city ordinance along with the application for a construction permit.
5. ARDOT will require permitting for access and possibly several other items but not
limited to Right-of-Way dedication.
Our civil engineering team has worked with ARDOT on another site for access permits recently. As mentioned above, once the property is rezoned our team will work with the ARDOT for the
necessary permits.
