STAFF ANALYSIS
A. EXISTING CONDITIONS
This site has been used as a residential property since
the early 50s when platted as part of the Kingwood
Addition.
The owners have on several occasions during recent
years attempted various development types. The last
action resulted in the "MF-24" zoning now in place.
The site contains a mixture of topography ranging from
gentle to severe. The land generally falls west to
east with the high point being immediately behind the
service station on Cantrell at Kingsrow. The low point
being at elevation 375 which is a change in elevation
of 85' more or less.
A large portion of this tract is at present so located
and is one of such terrain that it should probably be
considered unbuildable for conventional structures.
Ap This area is identified as Tract "A" on the plat and
indicated as future development.
The properties abutting on the north, west and east are
single family and zoned "R-2." The property lying
adjacent on south fronting on Cantrell Road is
developed and zoned commercial.
Total access will be by way of two curb cuts on
Kingsrow Drive as all other options have been
eliminated.
B. DEVELOPMENT PROPOSAL
The developer proposes to construct 80 condominium
units in six buildings with a mixture of one and two
bedroom units. All parking will be open and served by
a centralized traffic corridor with access at the
extreme west end and at the mid point on the north.
The development will occupy Lot 1 as shown on the plan
with open space held in common ownership.
Site preparation will involve moderate dirt work and
likely expose most of the site to view.
4 C. CONFORMANCE TO ORDINANCE STANDARDS
All of the basic design requirements of the Ordinance
have been addressed except as follows:

(1) Rear yard setback on Building #3 is shown at 10'
more or less and Ordinance requires equal to
height of adjacent buildings. This should be at
25' more or less. A variance is requested.
(2) The system for traffic circulation is 24' of
pavement but does not provide the necessary 45'
easement. This should be noted on the site plan
and detail location on the plat.
D. STAFF RECOMMENDATION
Approval of the plat and plan subject to the
following:
(1) Provide 45' access and service easement on the
drive system.
(2) Provide 24' street to City standards for a minor
residential street.
(3) Provide clear zone on north side of west entry to
provide for proper site distance on westbound
40 traffic.
(4) Provide minimum setback on unit/Building #3 by
moving property line on Tract "A".
(5) Redesign islands at "T" intersection to provide
better turning radius (20' more or less).
( 6 ) Downzone the tract identified as Tract "A" to
"O-S" Open Space District or provide specifics on
development.
(7) Provide for street improvement along Kingsrow
Drive at the residential collector standard.
Drainage to be as specified by the City Engineer.
(8) Completion of plat drafting detail.
SUBDIVISION COMMITTEE RECOMMENDATION:
Approval as recommended by the staff. The vote - 5 ayes,
0 noes.

PLANNING COMMISSION ACTION:
After a brief discussion and staff clarification of several
points, the Commission voted to approve the plat as
recommended by the Subdivision Committee except as follows:
1. No. 1 be modified to allow an easement width of
38' between the buildings at the Kingsrow
entrance.
2. Sidewalks be waived along Kingsrow Drive.
The vote -- 6 ayes, 0 noes, 4 absent and 1 open position.
