PROPOSAL AND STAFF COMMENT:
The owner proposes the construction of a condominium project
with two phases. Phase I will contain 34 units, Phase II
will contain 84 units. There are a total of 24 residential
buildings and one accessory or recreational building. Each
phase is served by a private street system with open parking
spaces.
STAFF ANALYSIS AND RECOMMENDATION:
The plat in general complies with the ordinance. However,
there are the following which require treatment or
resolution:
1. Street right-of-way and improvement on Rainwood Drive.
The Master Street Plan says 50' of right-of-way, with
27' of pavement. The Engineerinq Department has
determined that this is appropriate. The Planning
staff_ feels that inasmuch as Rainwood Road functions as
a collector street and will be the only through street
between Pleasant 'free Drive and Henson Road, the
Commission should declare this street a residential
collector as permitted by the Master Street Plan.

2. Provision for access easements throughout, with
easements of 45' and pavement of 24'. This is the
minimum requirement of ordinance and is acceptable to
the Fire Chief. The construction would be required to
be to street standards for a 24' minor residential
street.
3. Provision of 40' buffers on the north, west and part of
the east property lines, also 6' opaque fences. The
elimination of drives and parking from minimum 15'
green strips along property lines when intruding into
40' buffers.
4. Provision on the plan of complete quantitative data
such as number of units, parking spaces and bedrooms.
5. Building lines as follows:
a. Along Rainwood Drive at 25'.
b. On the west, north and portions of the ease
property line at 40'.
C. The balance of the east property line immediately
north off Rainwood Drive to be equal to height of
adjacent building.
6. Redesign of pool and accessory buildings to eliminate
intrusion into the 40' buffer.
7. Completion of the plat by provision of several minor
notation requirements.
The staff will recommend approval subject to completion of
the items above and revision of the plat by the hearing date
on July 8.
SUBDIVISION COMMITTEE RECOMMENDATION
The Subdivision Committee recommends approval of the plat
and plan with the followinq changes:
1. Show one-half street improvements on Rainwood Drive to
residential collector standard: 60' of right-of-way,
36' of pavement.
2. provide a 45' access easement for each drive within the
development and indicate on the plat 24' pavement to
City standards for minor _residential streets.

3. Delete 40' buffers from the north and east lines of
Phase I. The zoning district setbacks will apply.
4. Redesign perimeter drives on the north and west side of f
Phase II to accommodate minimum 15' natural green
strip.
5. Redesign the pool and accessory building to provide for
40' clear buffer zone.
6. Minimum plat content as specified by ordinance on all
other requirements.

A brief discussion was held during which the staff advised
that all parties involved were in agreement with the
Subdivision Committee recommendation.
A motion was made to approve the plat as recommended by the
Committee. The motion passed by a vote of 7 ayes, 0 noes,
4 absent.
