The filing of this Bill of Assurance and plat for record in the Office of the Circuit Clerk and ex-officio Recorder of Pulaski County shall be valid and complete delivery and dedication of the easements and rights of way as shown on the said plat. This Bill of Assurance shall run for a period of ten (10) years and thereafter shall automatically renew itself every ten (10) years unless amended or terminated by a majority of the property owners of the lots in the subdivision.
