STATEMENT ❑F PROPOSAL:
The applicant proposes the development of an additional 10 lot
phase of the Longlea Addition. The tract contains 5 acres and
will entail the construction of 490 feet of new streets.
A. PROPOSAL/REQUEST:
Approval of the Planning Commission is requested for the
proposed Longlea VIIIt addition. The addition is an
extension of the current Longlea development, and consists
of the extension of Shepard and Valley View Drives and the
platting of ten additional lots. No variances are
requested.
B. EXISTING CONDITIONS:
The site of the proposed subdivision is currently
undeveloped and overgrown with natural undergrowth and
trees. This is an extension of the existing Longlea
Subdivision to the south. The existing zoning of the site
is "R-211, with "R-2" being the zoning on all surrounding
areas.

O. ENGINEERING UTILITY COMMENTS:
The Engineering Division suggests that Valley View Drive,
shown as a cul-de-sac street on the plat, may need to extend
to Shepard Drive. Engineering also wants to review with the
Developer how and where Shepard Drive is planned to tie in
to collector streets to the east and west.
Water Works reports that water main extensions will be
required. They further indicate that there were water mains
that were previously constructed at Water Works expense, and
reimbursement will be required. On Shepard Drive, the
charge will be $15.01 per foot for 170 feet. On Valley View
Drive, the charge will be $17.50 per foot for 100 feet. The
total will be $4,301.70.
Wastewater Utility reports that a sewer main extension, with
easements, will be required.
Arkansas Power and Light Company and Southwestern Bell
Telephone Company report that additional easements will be
required.
ARKLA and the Fire Department have approved the submittal
without comment.
D. ISSUES/LEGAL/TECHNICAL/DESIGN:
The application is incomplete in that no preliminary Bill of
Assurance was submitted. The preliminary plat, as
submitted, is incomplete. The metes and bounds description,
with the acreage shown, is not provided. The Vicinity Map
is omitted. The plat shows a drainage course. This matter
needs to be addressed and engineering provided to deal with
the flow of water into and from the tract. All adjoining
property owners, where the land is not a recorded
subdivision, are to be shown on the plat. Where recorded
subdivisions abut the platted area, those subdivisions are
to be shown and the plat book and page number of their
recording are to be noted. The location and description of
all monuments is to be shown. The PAGIS monument locations
are to be shown.
E. ANALYSIS•
The deficiencies of the application and plat can be easily
remedied. It is just a matter of the engineer completing
the work required by the Subdivision Ordinance for a
submittal. It is not anticipated that this will be a
problem for the engineer to complete.

F. STAFF RECOMMENDATIONS:
Staff recommends approval of the item.
SUBDIVISION COMMITTEE COMMENT: (June 24, 1993)
Mr. Joe White, the developer's engineer, was present. Staff
presented the item and Mr. White outlined the developer's plans.
The Committee commented on the discussion outline and suggested
to Mr. White that the deficiencies be addressed. Mr. White
discussed with the City Engineering staff the concerns about the
Valley View cul-de-sac and the tie-in of Shepard Drive to
collectors to the east and west. The Engineering staff withdrew
their requirement that Valley View be made a through street.
Shepard Drive is connecting to collectors immediately to the east
and west, Mr. White explained. The Committee then forwarded the
item to the Commission for final resolution.
