A. SITE HISTORY
Two phases of this subdivision have recently been
approved by the Planning Commission. The condition of
approval on the lots abutting Hinson Road, involved the
inclusion of a 10' access prohibition zone.
B. EXISTING CONDITIONS
This property is located in an area primarily devoted
to single family development. The site is thickly
wooded and characterized by gently sloping land.
Hinson Road is not improved adjacent to the tract. The
property to the west is currently unplatted. A portion
of the property lies within the floodplain.
C. DEVELOPMENT PROPOSAL
This is a proposal to develop a 15.018 acre tract into
15 lots for single family use. No variances have been
requested.
D. ENGINEERING CONSIDERATIONS
(1) The engineer is requested to take data and cross
sections and previous HEC-2 computer approved run
and continue through the proposed area to prove no
change in their flood elevation. Both up and
downstream are proposed improvements.

D. ANALYSIS
The project's design concept incorporates the
development of 15 one family lots with the use of a
cul-de-sac the length of the project that has pipe -stem
extensions at either end to serve two lots, which would
otherwise be landlocked. Seven lots abut Hinson Road,
which is currently being developed as a major
thoroughfare. Also included is a tract on the southern
boundary that has been specified as reserved.
Staff's position involves: (1) questions relative to
the utility of the reserved tract; (2) the elimination
of the pipe -stems in two lots; (3) the extension of the
10' access prohibition zone; (4) the collection of
money from a neighboring developer for the construction
of Hinson Road. As submitted, the proposal fails to
indicate who will own the reserved area and how it is,
to be controlled. The staff is fearful that it will
become an unattractive area, lacking in proper
maintenance. The applicant is asked to specify whether
or not the area will be dedicated as an easement, will
be owned and maintained by a property owners'
association or redesign the project by extending the
lot lines of Lots 22-26 to include the parcel.
Lot -to -depth variances will be required for these lots;
however, staff is supportive of the waiver if the
developer does not wish to comply with the alternative.
Staff recommends the reduction of Lots 28, 29 and 30 to
two lots and Lots 21 and 22 to one lot in order that
the pipe -stems can be eliminated. Recommendations
emanating from previous actions involve the extension
of the 10' access prohibition zone along lots on
Hinson, and the collection of $15,000 from Clint
Boshears, which was placed in escrow for the
improvement of Hinson Road.
STAFF RECOMMENDATION:
Approval, subject to comments made.

SUBDIVISION COMMITTEE REVIEW:
The applicant was present. A revised plan was submitted.
Staff expressed reservations about the design of the revised
plan with a lot taking direct access from Hinson Road, which
is an arterial street. The applicant was instructed to get
together with staff and work out the problems with the plan
before October llth.
PLANNING COMMISSION ACTION:
A revised plan was submitted, which proposed the use of the
reserved tract for additional lots in the construction of a
bridge. The applicant agreed to fulfill the engineering
requirements and to parti-cipate in -the collection of the
$15,000 in escrow from Clint BoshearsA motion was made
and passed for approval as_revised..!'-The vote was 11 ayes,
