Single Family
A. History of the Site
Previous preliminary plats have been approved and are
now valid for 46 lots.
B. Existing Conditions
The land involved is currently wooded, with very steep
slopes. The general area is composed of single family
homes.
C. Development Pro osal
This is a proposal to revise approved preliminaries on
Phases 4, 5 and 6 of this subdivision, which consists
of 46 lots and an additional nine lots. The lot sizes
have been reduced and several pipe stem lots added. No
variances have been requested, but the proposal
includes several lots with a depth to width ratio that
is unacceptable according to ❑rdinance standards and
15-foot setbacks on steep lots in lieu of the 25 feet
required. These deviations were approved previously.
No additional streets beyond those previously approved
have been added.
D. Analysis
Staff concern of this proposal is centered mainly
around design. The proposal involves a dozen or more
pipe stem lots, some with stems in excess of Ordinance
standards. Staff is proposing an alternate plan that

eliminates many of these lots, providing for better
circulation via public streets instead of private
drives. This also eliminates potential maintenance
problems relative to the drives.
E. Staff Recommendation
Approval, subject to comments made.
SUBDIVISION COMMITTEE REVIEW:
This application was represented by Mr. Rill Hastings and
Mr. Joe White who presented the application and the basis
for the several ordinance variances required. A lengthy
discussion was held. Many suggestions were made as to the
appropriate design of the several private short streets to
serve pipe stem lots. The end results of this conversation
was direction by the Committee to Mr. White to prepare
several alternative designs for a private street system to
serve both pockets of pipe stem lots. The types of design
to be incorporated would include driveway aprons onto the
street as opposed to normal street intersection grades in
excess of those normally permitted for minor residential
streets and hammerhead or special design for termination at
the end of the private streets. The Engineer and
Mr. Hastings were directed to present design ideas at the
meeting on July 12.
PLANNING COMMISSION ACTION:
The applicant was present. There were no objectors. A
revised plan was submitted which incorporated the private
streets in lieu of excessive pipe -stem lots, driveway aprons
and hammerheads as requested by the Subdivision Committee.
A motion was made and passed for approval. The vote was
8 ayes, 0 noes, 2 absent and 1 abstention
(Abstaining: Commissioner Rector. Commissioner Jones
requested that the record reflect his opposition to staff
requirement of the developer that a cul-de-sac be placed at
the end of Morrison. He felt that it is an attempt by the
staff to systematically prevent access to undeveloped areas
to the west.)
