' I a, PROPOSAL AND STAFF COMMENT: The owner the sale of a portion of a previously proposes platted lot, being Lot 3, on the previous preliminary which was not recorded. This sale will leave approximately four 'i acres which are shown to be four lots, being Lots 4 through 7. These lots would be sold and final platted one ' at a time. The owner is requesting that a one -lot staging plan be approved and the improvements delayed on Young Road until such time as the lots fronting on Young Road are sold. t' July 8, 1980 SUBDIVISIONS Item No. 2 - Continued STAFF RECOMMENDATION: The staff feels that inasmuch as the owner has sold properties from the original holding and proposes incremental development of his remaining holdings, that the time to place the improvements along Young Road is at hand. Each new development will generate traffic and add to the burden on Young Road, which is inadequate to serve industrial or commercial traffic. The Engineering Division of Community Services supports this position completely and recommends that one half of a 31' street improvements with curb and gutter be installed. If the improvements are placed with this plat, then we see no problem with the one lot final platting procedure. Further, we suggest that requiring an additional five feet of dedication on Enmar Drive is inappropriate, since the street is built up structurally except for this ownership. The additional right-of-way was not required on the previous preliminary plat approval. SUBDIVISION COMMITTEE RECOMMENDATION: The Subdivision Committee recomm -nds approval of the plat, subject to: The applicant, Mr. Jim Hathaway, obtained a letter from the owner committing to improvements on Young Road at such time as any part of Lots 4, 5, 6 or 7 are -5ubmitted for final approval; further, the additional 5' of right-of-way dedication on Enmar Drive be waived. The Committee recommendation supported by unanimous vote. PLANNING COMMISSION ACTION: A brief discussion was held during which the Planning staff revealed that the owner's letter of commitment has been received. The staff advised that all parties were in agreement on the Subdivision Committee recommendation. A motion was made to approve the plat as recommended by the Subdivision Committee. The motion passed by a vote of 6 ayes, 0 noes, 5 absent. 0
