PROPOSED USE: Duplexes
A. EXISTING CONDITIONS
This site is located west of Barrow Road in a
residential area consisting of both single and
multifamily uses. The land involved has been filled tc
get it out of the floodplain, and is clear of
underbrush, but has a few scattered trees remaining.
Access to the site is currently provided by Dryad Lane,
a cul-de-sac with 271/50' right-of-way.
B. DEVELOPMENT PROPOSAL
(1) This is a request to replat Lots 8 and 9 of a
recently approved final plat, into the three lots
indicated by the sketch. Access will be provided
by the existing cul-de-sac on the north, and a
20' pipe -stem, which is a part of Lot 10A. The
land use proposed is for duplexes. No variances
have been requested.
(2) LEGAL CONSIDERATIONS
The Bill of Assurance should reflect: (1) that
the area is flood prone; and ( 2 ) that the 20'
pipe -stem shall not contain any structures or be
developed in other ways except as a driveway.

C. ENGINEERING CONSIDERATIONS
Request clarifications on plat exterior dimensions;
they appear different from original plat.
D. ANALYSIS
Though staff is not particularly impressed with the
design of the site, it is acceptable and meets basic
Ordinance requirements. The only issue of importance
is the location of the 25' building setback line on the
pipe -stem lot. Currently it is measured from the
cul-de-sac. Staff views this as unacceptable. It is
requested that the building line for Lot 10A be placed
25' from where the pipe -stem adjoins the remainder of
the lot.
STAFF RECOMMENDATION
Approval, subject to Staff and Engineering's comments.
SUBDIVSIION COMMITTEE ACTION
The applicant, Mr. Bob Richardson, was present. He did not
aqree with staff's recommendation regarding the location of
the 25' building line on the pipe -stem lot. He was
instructed by the Committee to present evidence in defense
of his position. A motion was made to approve the plat,
subject to (1) further information from the applicant;
(2) proper provisions in the BOA; and (3) Engineering's
comments. The vote - 2 ayes, 0 nays, 3 absent.
PLANNING COMMISSION ACTION:
The applicant's engineer, Mr. Bob Richardson, presented the
proposal to the Commission. Staff reported that
Mr. Richardson had submitted an acceptable plan that
indicated where the building would be placed on the
pipe -stem lot. A motion for approval, subject to the proper
provisions in the BOA and the classification of the plat
dimensions on the Final, was made and passed by a vote of
9 ayes, 0 noes and 2 absent.
