A. Existinq Conditions
The site slopes moderately (about 15 percent) to the south
away from Cantrell Road. It is heavily covered with
trees.
"County Place Addition" to the south has been developed as
a condominium project to the east area or single family
residences. Adjacent streets and drainage have been built
to current standards.
All public utilities and services are available at the
site.
B. Development Proposal
Twenty-five condominium units are proposed to take access
from a series of four (4) short cul-de-sacs which branch
off of the main drive through Pleasant Valley Drive to
Cantrell Road. Individual lots are shown to be 100' to
115' deep and 40' wide (55' on corners).
The drives are proposed to be private access easements,
paved 25' wide, presumably with curbs and gutters,
although these are not shown, the cul-de=sacs to be
hammer -head style, 25' by,, 61' .
The plat fails to reflect several ordinance requirements.
First, a 40' undisturbed buffer with a 6' screen fence is
required along the east boundary where a 25' setback is
shown.
Second, residential setbacks along major arterial streets
are 40' and the Master Street Plan specifies a 100'
setback from the cor*e,r line of Cantrell. Either would
eliminate the unit at/the northeast corner of the plat.
Third, sidewalks would be required on Pleasant Valley
Drive and Cantrell Road.
C. Analysis
The staff feels that the proposed layout is generally
appropriate to the site.
The 40' buffer on the east would be provided by moving
that row of units and the street 15' to the west.

Application of a 40' setback along Cantrell should be
adequate in lieu of -the Master Street Plan requirements of
100' from the centerline.
D. Staff Recommendation
The staff recommends approval, subject to:
1. A 40' undisturbed buffer on the east boundary, with a
6' fence.
2. Provide a 40' setback from Cantrell Road.
3. Provide sidewalks along Pleasant Valley Drive and
Cantrell Road.
4. Indicate curbs and gutters on interior drives.
Planning Commission Action
The engineer was present. The Subdivision Committee
recommended approval as recommended by the staff, except for
Item #k3.
The Commission voted 8 ayes to 1 no to approve the plat as
recommended by the Subdivision Committee without requirement of
sidewalks.
