A. Existing Conditions
The property is fairly level, rising slightly to the
north. Lots 2 and 3 are heavily wooded. Lot 1 was
formerly used for a filling station, which has recently
been demolished.
Baseline Road adjacent has not been constructed to
current standards.
All utilities and public services are available.
B. Development Proposal
A 30' access easement will provide access to all three
lots at a standard of pavement width and design
(27' wide precast vertical curbs) previously approved.
Baseline Road is proposed to the same standard as
exists adjacent.
Lots 1 and 3 are zoned commercial. Lot 2 is zoned
Office. The purpose of this plat is to add Lot 3 to
the previous approval of Lots 1 and 2.
Setbacks as shown equal to exceed those required by
Ordinance, except for the front setback on Lot 1, which
should be 45' rather than 401.
The current Master Street Plan requirements for
Baseline Road a 100' right-of-way and a 72' divided
pavement.
C. Analysis
Basic terms of approval of this subdivision were
established by previous actions and all three (3) lots
have in effect been approved through rezoning.
D. Staff Recommendation
The staff recommends approval subject to:
1. 45' front setback on Lot 1.
2. Baseline Road right-of-way and improvements to
match those adjacent, subject to further review b

Subdivision Committee Recommendation
The Subdivision Committee recommends approval as recommended
by the staff, but with a 40' front setback rather than 45'.
Planning Commission Action:
The owner's representative was present. He stated a
preference for the original 40' building line on Lot 1
rather than 451.
The Commission voted unanimously to grant preliminary
approval as recommended by the staff (with the 45' builidng
line).

Variances Requested:
1. To permit access by access easement to Lot 2.
A. Existing Conditions:
The site is level and currently wooded. The front part is occupied by
an abandoned filling station.
Baseline Road adjacent has not been improved to current standards.
B. Development Proposal:
Site preparation will be routine.
Access to Lot 2 will be by 30 foot access easement, paved full
width.
All utilities are available at the site.
The property has recently been rezoned to "F" on Lot 1 and
"E-l" on Lot 2.
Baseline Road will be improved to full 48 foot standard and may
be accounted for by an in -lieu fee. Necessary right-of-way is shown.
C. Analysis:
The access easement will serve Lot 2 adequately if it is built to
street standards with curb and gutter on both sides. The plat should
show a minimum radius turnaround facility on Lot 2.
D. Staff Recommendation:
The Staff recommends approval subject -to:
1. Service easement to be a street standard with curb and gutter
on both sides and platted on Lot 2 with a cul-de-sac.

f E. Subdivision Committee Recommendation:
The Subdivision Committees recommends approval as recommended by the
Staff but without curbs and gutters on the access easement.
COMMISSION ACTION
Don Venhaus was present to represent the developer. He objected to
the recommendations of standard curbs and gutters and said that the
access easement was proposed to be a 24 foot pavement with precast
vertical curbs.
The Commission voted unanimously to approve the plat as recommended
by the Subdivision Committee.
