Street improvements along Asher Avenue. 2. 36' (to back of curb) paved street to allow 27' B-B. 3. Sidewalk on W. 34th Street. 5. 40' commercial building line to allow 25' on Lot 2. 1 July 24, 1979 Item No. 15 - Continued A. Existing Conditions The site is quite flat with only about 20' variation in elevation. The 100 year floodplain occupies most of the east half of the property which backs up to Fourche Creek. Asher Avenue, 34th Street, and an unnamed drive adjacent are all built to less than current standard. All public utilities and services are available at the site. B. Development Proposal No provision for grading or drainage is indicated. The current proposal is to create Lot 2 for use as an electrical contractor's yard with a minimal extension of West 34th Street to serve as access. Beyond that, the extension or termination is not definitely indicated, nor is the configuration of any future possible lots. The plat does not indicate compliance with the industrial subdivision section of the ordinance. It would require 50' and 70' front building setbacks and 30' setbacks from interior lot lines, possibly a 50' buffer adjacent to residentially zoned or used land. Lot 2 does not conform to the minimum 200' depth. The plat does not show improvements to Asher or to the unnamed street for which a variance has been requested. Other variance requests are for a 27' pavement on 34th Street to eliminate sidewalks and to permit a 25' building line on Lot 2. The Master Street Plan indicates a 60' right-of-way on Asher in this vicinity. However, we would like to see a voluntary 10' additional dedication. The Master Parks Plan designates the Fourche Creek Floodplain as Park site 1-SG, which does not require reservation of Board of Directors' action. C. Analysis The plat does not provide enough information to deal with the questions raised above or to justify the variances requested. It should deal more r- r July 24, 1979 Item No. 15 - Continued with future building sites and street alignments rather than asking in effect for a piecemeal approval. D. Staff Recommendation The staff recommends that a resubmittal be required which deals more thoroughly with the future layout and compliance to code provisions for the 100 Year Floodplain and boundary street improvements. Subdivision Committee Recommendation: The applicant was present and submitted an expanded plat for consideration. The Subdivision Committee forwarded the new submittal for Commission action on the plat and necessary variances. Planning Commission Action: The owner was present (Don Kirkpatrick). The staff presented its views on the plat and the waivers requested. The staff recommended denial of Item No. 2 and approval of Items No. 1, 3, and 5; further, that the plat conform to the ordinance in all other respects. The owner stated that he had no problems with the staff recommendation. The Commission voted to approve the plat as recommended by the staff unanimously.
