A. Existing Conditions
The site is heavily wooded and very steep (100% in one
place).
The southern portion fronts on Highway 10 and is cut off
from the balance by a intervening valley.
Club Road adjacent is inadequate and needs to be widened
as was required of Tract A, Elmo Walker Addition
adjacent.
All other public facilities and services are available.
B. Development Proposal
Six (6), lots two (2) of which are built upon, are
proposed to be served by a private drive with two (2)
more lots on Highway 10 possibly sharing a driveway.
C. Analysis
The overriding issue is that of grades and the
requirements of the hillside regulations.
D. Staff Recommendation -
The staff recommends deferral pending submittal by the
Engineer of a slope analysis with appropriate variance
request as required by the Ordinance.
Subdivision Committee Recommendation:
The owner and engineer (Joe White) was present. Mr. White
said that from his knowledge of this topography and of the
hillside regulations the average lot size of over 28,000
square feet would conform to the requirements (for an
average slope of 32%).
With these assurances and the concurrence of the staff, the
Committee voted to recommend approval of the plat and
variance request subject to widening of Club Road to permit
two moving lanes as previously required adjacent on the
west.
Planning Commission Action:
The Commission voted 8 ayes and 0 noes to grant approval
in accordance with the Subdivision Committee recommendation.
