3 A RESOLUTION TO REPEAL PREVIOUS RESOLUTIONS THAT
4 WOULD HAVE ALLOWED AGREEMENTS BETWEEN THE CITY OF
5 LITTLE ROCK, ARKANSAS, THE BILL, HILLARY & CHELSEA
6 CLINTON FOUNDATION, HEIFER INTERNATIONAL, AND
7 ONEHEALTH EAST VILLAGE DEVELOPMENT, LLC FOR THE
8 BENEFIT OF A SCHOOL OF DENTISTRY AND A SCHOOL OF
9 VETERINARY MEDICINE FOR LYON COLLEGE; AND, FOR OTHER
10 PURPOSES.

12 WHEREAS,on February 21,2023, in order to facilitate a number of transactions between the City of
13 Little Rock,Arkansas("the City"),the Bill,Hillary and Chelsea Clinton Foundation--formerly the William
14 J.Clinton Foundation,or the William Jefferson Clinton Foundation—("the Clinton Foundation"),the Heifer
15 Project,International("Heifer")and OneHealth East Village Development,LLC,for the benefit a school of.
16 Dentistry and a School of Veterinary Medicine for Lyon College,a number of resolutions were adopted by
17 the City; and,
18 WHEREAS, since the adoption of such resolutions decisions have been made to locate the school of
19 dentistry and the school of veterinary medicine at other locations;and,
20 WHEREAS, also adopted at that time were provisions which would assure a sublease agreement
21 between the Clinton Foundation and the Arkansas Symphony Orchestra Society, Inc. ("the Arkansas
22 Symphony"),for the use of property within the William Jefferson Clinton Presidential Park("Clinton Park")
23 which in principle the City and the Clinton Foundation wish to pursue; and,
24 WHEREAS, in order to develop appropriately the William Jefferson Clinton Presidential Park ("the
25 Clinton Park"),it is necessary to repeal the substances of these resolutions;
26 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. Little Rock,Ark.,Resolution No. 15,914(February 21,2023)is hereby repealed,provided
29 that the City understands the Clinton Foundation and the Arkansas Symphony will continue to pursue an
30 appropriate mutual and beneficial use of property within the Clinton Park.
31 Section 2. Little Rock,Ark.,Resolution No. 15,915 (February 21,2023)is hereby repealed,provided
32 that the City understands that the Clinton Foundation and Heifer will continue to pursue a satisfactory
33 termination of a sublease agreement for the use of property within Clinton Park.

1 Section 3. Little Rock,Ark.,Resolution No. 15,916(February 21,2023),is hereby repealed.
2 Section 4. Little Rock,Ark.,Resolution No. 15,917(February 21,2023),is hereby repealed.
3 Section 5. Little Rock,Ark.,Resolution No. 15,918(February 21,2023),is hereby repealed.
4 Section 6. Little Rock,Ark.,Resolution no. 15,919(February 21,2023)is hereby repealed,provided
5 that the City understands that the Clinton Foundation and Heifer will continue to pursue a termination of a
6 sublease agreement for the use within the Clinton Park.
7 Section 7. Lest there be any doubt, nothing in this resolution is to be interpreted as an indication of
8 any sort whatsoever that the City does not support any necessary amendment or modification to a certain
9 sublease entered into on December 1,2019, involving the City,the Clinton Foundation, and the Arkansas
10 Symphony.
11 Section 8. City understands and affirmatively supports the Clinton Foundation in its efforts to develop
12 the Clinton Park, and to make any necessary amendments, subject to approval of the City, to that certain
13 Lease Agreement with the Clinton Foundation dated March 1,2002.
14 Section 9. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
15 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
16 adjudication shall not affect the remaining portions of the resolution,which shall remain in full force and
17 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
18 resolution.
19 Section 9. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
20 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
