3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO CONTRACTS FOR THE CONSTRUCTION OF FIVE (5) OF TEN
5 (10) NEW RENTAL PROPERTIES USING HOME INVESTMENT PART-
6 NERSHIPS PROGRAM AMERICAN RESCUE PLAN FUNDS (HOME-
7 ARP) BY AND THROUGH THE UNIVERISTY DISTRICT DEVELOP-
8 MENT CORPORATION FOR A TOTAL AMOUNT NOT TO EXCEED
9 THREE HUNDRED THOUSAND DOLLARS ($300,000.00); TO PROVIDE
10 AFFORDABLE RENTAL HOUSING UNITS; AND FOR OTHER PUR-
11 POSES.

13 WHEREAS,the University District Development Corporation("UDDC") is a nonprofit organization
14 established in 2008 to strengthen University District neighborhoods and improve quality of life by in-
15 creasing homeownership and the supply of affordable housing, making improvements to infrastructure,
16 increasing business activity and expanding employment opportunities for the University District resi-
17 dents;and,
18 WHEREAS, UDDC works with the City of Little Rock, Arkansas ("the City") and several bank
19 partners to attain housing structures and lots within the District for rehabilitation and new single family
20 construction;and,
21 WHEREAS, the UDDC service area includes the entire University District which is made up of the
22 area surrounding University of Arkansas Little Rock campus and is generally bounded by I-630 on the
23 north,Rock Creek on the west,Fourche Creek Bottoms on the south,and Monroe Street on the east; and,
24 WHEREAS, the City of Little Rock received an allocation of HOME Investment Partnerships Pro-
25 gram-American Rescue Plan Act from the U.S. Department of Urban Development (HUD) to acquire,
26 develop and/or rehabilitate housing for low to moderate income persons in the total amount of Three
27 Hundred Thousand Dollars($300,000.00);and,
28 WHEREAS,the funds allocated will be used to assist in developing the first five(5)duplexes(10 to-
29 tal units)for affordable rental housing duplexes(800 sq.ft.per unit)in the City of Little Rock;and,
30 WHEREAS, 4220 West 26th Street, Lot 7, Block 18, R.C. Butler's Addition to the City of Little
31 Rock, Pulaski County, Arkansas and 4222 W. 26U' Street, Lot 8, Block 18, R.C. Butler's addition to the
32 City of Little Rock, Pulaski County, Arkansas currently have the same parcel number; once the unit is
33 developed Planning will assign 4222 W.26th Street its own parcel number; and,

1 WHEREAS,the allocated amount for each property is Thirty Thousand Dollars($30,000.00);and,
2 WHEREAS, an Invitation to Bid ("ITB ") was issued on . bids were received. and
3 University District Development Corporation,Inc. was the Community Housing Development Organiza-
4 tion that returned a proper proposal; and,
5 WHEREAS,the date of the completion of the units is twelve(12)months from the date a contract is
6 executed.
7 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
8 OF LITTLE ROCK,ARKANSAS:
9 Section 1. The Board of Directors hereby authorizes the City Manager to enter into agreements with
10 UDDC for construction of five(5)duplexes, for a total of ten(10)residential properties, in Ward 2 of the
11 City for a total amount not to exceed Three Hundred Thousand Dollars($300,000.00)for ten(10)afford-
12 able rental housing units for the following affordable rental housing units on property located in the City
13 as follows:
14 (a) 2001 Abigail Street, Little Rock, Pulaski County, Arkansas in an amount not to exceed
15 $30,000;
16 (b) 2615 Abigail Street, Little Rock, Pulaski County, Arkansas in an amount not to exceed
17 $30,000;
18 (c) 2617 Abigail Street, Little Rock, Pulaski County, Arkansas in an amount not to exceed
19 $30,000;
20 (d) 4220 West 26th Street, Little Rock, Pulaski County, Arkansas in an amount not to exceed
21 $30,000;
22 (e) 4222 West 26th Street, Little Rock, Pulaski County, Arkansas in an amount not to exceed
23 $30,000;
24 Section 2. Funds for this program are available through the HOME-ARP and HUD Home Invest-
25 ment Partnership Program Funds(Account No.240009/63390/G3563921A).
26 Section 3. Upon the formal adoption of this resolution, a contract will be negotiated, finalized, and
27 executed through the UDDC, Inc. for five (5) of ten (10) new homes utilizing HOME-ARP Funds and
28 HUD Home Investment Partnership Programs accounting and activity accounts (Account No.
29 240009/63390/G3563921A) consistent with the City's focus to end homelessness for the HOME Invest-
30 ment Partnership Program.
31 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
33 dication shall not affect the remaining portions of this resolution,which shall remain in full force and ef-
34 fect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the

1 resolution.
2 Section 5. Repealer. All laws, ordinances and resolutions, including but not limited to Little Rock,
3 Ark.,Resolution No. 12,003 (May 17,2005)or parts of the same,that are inconsistent with the provisions
4 of this resolution, are hereby repealed to the extent of such inconsistency.
